# Insurance for well drillers and pipeline contractors in Germany

> Well drillers and pipeline contractors in Germany work where nobody can see: underground, in the groundwater and next to cables that are often missing from the plans. A drill bit through a power line, drilling fluid in a neighbour's cellar, hydraulic oil in the soil: losses like these quickly exceed the value of the job. Here is what a business should insure and what it costs.

## Does my public liability pay if drilling pollutes the groundwater?

Only if environmental risks are expressly included. Well drillers need both environmental liability for claims by third parties and environmental damage cover for clean up ordered by the authorities. Many standard trade policies in Germany leave this out or cap it low. Ask for both in writing.

## At a glance

- **Trade:** Well drilling (Brunnenbauer) is listed in Annex A of the German Crafts Code, so it is a regulated craft (zulassungspflichtiges Handwerk)
- **Authorities:** Under section 49 of the Water Resources Act, drilling that may affect groundwater must be notified to the authority one month before work starts
- **Biggest risk:** Damaged underground utilities and pollution of soil and groundwater
- **Basic cover from:** about €900 a year for public liability with environmental cover for a small business, a guide value from our quoting work
- **Often forgotten:** The rig itself: rods lost or stuck in the hole are not a liability claim

## What goes wrong in this trade

- **Hitting a utility:** The drill hits a power cable, gas main or fibre line. Network operators claim repairs and often the cost of the outage.
- **Polluted groundwater:** Hydraulic oil, diesel or drilling additives get into the ground and the authority orders remediation.
- **Subsidence and flooded cellars:** Dewatering or washed out soil cracks a neighbouring building, drilling fluid pushes into a cellar.
- **Rig and rods:** Rods jam in the hole, a rig tips over on soft ground, the compressor fails halfway through a job.
- **Theft from site:** Pumps, generators and tools often stay overnight on open ground.
- **Trench collapse:** Pipeline work means people in trenches close to heavy machinery.

## What it costs: example prices

Few insurers publish tariffs for well drillers. The premium depends on turnover, drilling depths, environmental cover and the value of your equipment.

| Insurance | Example | Typical range |
| --- | --- | --- |
| Business liability | Small drilling business, €5 million limit, with environmental liability and environmental damage cover | about €900 to €2,200 a year |
| Business liability | Pipeline contractor with eight staff, work near utilities | about €2,500 to €6,000 a year |
| Machinery breakdown | Rig and compressor worth €250,000 new | about €2,000 to €5,000 a year |
| Fleet insurance | Drilling truck, van and trailer, third party and partial cover | about €2,500 to €5,500 a year |
| Business contents | Stock, pumps and tools worth €80,000 | about €300 to €750 a year |

For comparison: Liability with environmental cover costs about as much a year as a few metres of a deep borehole.

_All premiums are guide values from our quoting work, excluding German insurance premium tax, as of October 2026. The notification duty is in section 49 of the Water Resources Act, the trade status in Annex A of the Crafts Code._

## The worst day on the rig

Six things well drillers really go through, all on one Tuesday. Tap through and see who pays.

- 06:40: A generator and two submersible pumps have gone from site overnight. (€7,500, Paid by: Business contents)
- 08:30: The drill hits a power cable missing from the plans. A street is without power for hours. (€18,000, Paid by: Business liability)
- 10:15: The rods jam at 60 metres and cannot be pulled. (€22,000, Paid by: Machinery breakdown)
- 13:00: Drilling fluid pushes through an old shaft into the neighbour's cellar. (€9,000, Paid by: Business liability)
- 15:20: A hydraulic hose bursts and oil soaks into the ground. The authority orders soil replacement. (€35,000, Paid by: Business liability)
- 17:45: Reversing, the trailer hits a parked car. (€4,200, Paid by: Fleet insurance)

**Damage so far:** €95,700

## Practical tips from your broker

- Make sure your public liability includes both environmental liability and environmental damage cover, with limits high enough for soil remediation.
- Check for low sub limits on damage to underground cables and pipes.
- Get utility records before every job and keep them on file.
- Notify drilling one month in advance under section 49 of the Water Resources Act.
- Ask for rods and tools lost in the hole to be included in your machinery cover.
- Lock pumps and generators in a container overnight.

## FAQ

### Do well drillers in Germany need public liability?

Public and commercial clients ask for it almost every time. Without it you pay for every damaged cable and every pollution claim yourself.

### What is the difference between environmental liability and environmental damage cover?

Environmental liability pays third party claims, such as a neighbour's polluted well. Environmental damage cover pays clean up ordered by the authorities. Well drillers need both.

### Do I have to notify a borehole?

Yes. Work that may affect groundwater must be notified to the authority one month before it starts, under section 49 of the Water Resources Act.

### What does insurance cost for a well driller?

Public liability with environmental cover starts at about €900 a year in our quoting work. With rig and vehicles a small business usually pays €5,000 to €11,000.

### Are lost drill rods insured?

Not under liability. Some machinery policies offer an extension for rods and tools in the hole, often with a separate excess.

### Are my employees covered for accidents?

Yes, employees are insured by law under section 2 of SGB VII. As owner you need voluntary statutory cover or a private accident policy.
