# Insurance for EV charging point operators, charging parks and public chargers in Germany

> A public charger stands outside around the clock, open to anyone. It gets hit by vans, vandalised and stripped of its cables, and when it is down it earns nothing. Add the backend, billing and liability towards people who trip over a cable. Here is what operators of public charging points and charging parks in Germany should insure.

## Is my charger covered by my building insurance?

Usually not well enough. Chargers in car parks often stand outside the insured building. Collision damage, vandalism, power surges and operating errors are best covered by electronic equipment or machinery insurance. For damage to vehicles and people you also need public liability.

## At a glance

- **Compulsory:** No compulsory insurance. Publicly accessible charging points must be notified to the Federal Network Agency (Bundesnetzagentur) under the German Charging Station Ordinance
- **Biggest risk:** Collision damage, vandalism and cable theft at chargers standing unprotected outdoors day and night
- **Basic cover from:** about €300 to €700 a year of public liability for a small charging park, a guide figure from our quoting work
- **Value per charger:** Fast chargers cost many times more than a wallbox; property cover should reflect replacement value including installation
- **Often forgotten:** Lost revenue while a damaged charger waits weeks for spare parts

## What goes wrong in this trade

- **Collision:** A delivery van reverses into the fast charger. The driver is often never found.
- **Vandalism and cable theft:** Charging cables contain copper. Cut cables and smashed displays take chargers offline overnight.
- **Damage to customer cars:** A fault damages the onboard charger of a customer's car, and the owner claims from the operator.
- **Trips and shocks:** A cable lies across the pavement and a passer-by falls. Damaged plugs can be dangerous.
- **Downtime:** Spare parts for fast chargers can take weeks. Meanwhile the charger earns nothing.
- **Backend and billing:** An attack on the billing system shuts down every charger, card data leaks or sessions are billed wrongly.

## What it costs: example prices

Premiums depend on number and value of chargers, locations, power and turnover. A motorway fast charging park costs more than a few chargers in a company car park.

| Insurance | Example | Typical range |
| --- | --- | --- |
| Business liability | Operator with ten public charging points, €5 million limit | about €300 to €700 a year |
| Electronic equipment | Four fast chargers with a combined replacement value of €160,000 | about €1,500 to €3,500 a year |
| Electronic equipment | Ten AC chargers with a combined replacement value of €40,000 | about €500 to €1,100 a year |
| Business interruption | Charging park with €200,000 annual turnover | about €400 to €900 a year |
| Cyber insurance | Backend with app and card payment, €500,000 limit | about €800 to €1,800 a year |

For comparison: A single collision with a fast charger can cost more than insuring the whole charging park for ten years.

## Practical tips from your broker

- Make sure collision by unknown drivers and vandalism are expressly included.
- Include damage to customer vehicles caused by charger faults in your liability policy.
- Agree business interruption with a long enough indemnity period, as spare parts take time.
- Agree with the site owner who insures charger, foundation and access.

## FAQ

### Is insurance compulsory for charging points in Germany?

No. What is compulsory is notifying publicly accessible charging points to the Federal Network Agency. Public liability is still the most important cover.

### Who pays if an unknown driver hits my charger?

Without a known driver, only your own property cover, usually electronic equipment insurance including collision and vandalism.

### Am I liable for damage to customers' cars?

If a fault in your charger causes the damage, the owner can claim. Have this expressly included in your public liability.

### Is cable theft covered?

In electronic equipment insurance with theft cover, usually yes. Check the excess and security requirements.

### What does insurance for a charging park cost?

For a few charging points about €800 to €1,800 a year in our quoting work, for parks with fast chargers usually €3,500 to €8,000.

### Do I need cyber insurance?

If chargers are controlled and billed through a backend, yes. One attack can shut down every site at once.
