# Insurance for civil engineering, road building and utility works in Germany

> In civil engineering the biggest risk lies where nobody looks: below the surface. A fibre optic cable, a gas pipe, an unknown sewer, and an ordinary working day turns into a claim that shuts down a whole district. This page explains what your firm needs and what it costs.

## Who pays if we hit a power cable while digging and an industrial estate loses power?

Your public liability policy pays to repair the cable, if damage to underground lines is included. For the lost production of the businesses without power, you need consequential financial losses from line damage included, with a sufficiently high limit. It is also crucial that you obtained the utility plans and documented your enquiries; otherwise the insurer can reduce payment for gross negligence.

## At a glance

- **Compulsory:** No statutory duty to insure the business; motor liability for lorries and registered construction machinery, and public clients require proof of liability cover with minimum limits
- **Biggest risk:** Damage to utility lines and the knock-on costs of outages for network operators and their customers
- **Basic cover from:** about €660 a year for public liability with €50,000 turnover
- **Statutory accident insurer:** BG BAU, the Berufsgenossenschaft for the construction industry; membership is compulsory from your first employee
- **Often forgotten:** Consequential financial losses from damaged lines, such as a factory's lost production without power, need their own limit
- **WZ 2025 / NACE:** 42.11 Bau von Straßen, 42.12 Bau von Bahnverkehrsstrecken, 42.13 Brücken- und Tunnelbau, 42.21 Rohrleitungstiefbau, Brunnenbau und Kläranlagenbau, 42.22 Bau von Versorgungseinrichtungen für Elektrizität und Telekommunikation, 42.91 Wasserbau, 42.99 Sonstiger Tiefbau a. n. g.

## What goes wrong in this trade

- **Lines in the ground:** Gas, power, water and fibre often lie differently from the plans. A strike means repair, emergency call-outs and claims for the outage.
- **Subsidence and groundwater:** Lowering the groundwater and open trenches make neighbouring buildings and roads settle. Cracks and damage often only show later.
- **Traffic safety:** Poorly secured excavations and barriers lead to accidents involving cyclists, pedestrians and cars.
- **Machinery theft:** Mini excavators, plate compactors and lasers are stolen from sites in a targeted way, often to order.
- **Trench collapse:** Collapsing trench walls are among the deadliest accidents in construction.
- **Environment and water:** Leaking hydraulic oil or diesel contaminates soil and waters; the authority orders the cleanup.

## What it costs: example prices

For insurers, civil engineering is a high risk, mainly because of damage to underground lines. Premiums rise steeply with turnover and differ many times over between providers.

| Insurance | Example | Typical range |
| --- | --- | --- |
| Business liability | €50,000 turnover, €3 to €5 million cover, €250 excess | about €660 to €1,500 a year |
| Business liability | €200,000 turnover, €3 to €5 million cover | about €970 to €1,800 a year |
| Business liability | €1 million turnover, €3 to €5 million cover | about €2,600 to €9,700 a year |
| Machinery breakdown | Mini excavator, wheel loader and plate compactors worth €150,000 | about €1,500 to €3,500 a year |

For comparison: Liability insurance for a small civil engineering firm costs roughly as much per year as two days of a mini excavator with operator.

_Guide prices excluding German insurance premium tax, as of September 2026. Liability comes from published tariff comparisons; machinery is a guide value from our quoting practice. Higher limits for consequential financial losses from line damage increase the premium. We obtain the exact quote for you._

- **Civil engineering firm** (five to twenty employees, sewer and utility works): Business liability, Machinery breakdown, Fleet insurance, Contractors all risks, Business interruption. Together: about €6,000 to €18,000 a year excluding the fleet
- **All round** (road building for public clients with a large machinery fleet): Business liability, Machinery breakdown, Fleet insurance, Contractors all risks, Business interruption, Group accident insurance, Business legal expenses. Together: about €15,000 to €45,000 a year excluding the fleet

## The worst day in the trench

Six claims that really happen in civil engineering and road building, all on a single Thursday. Go through the day and see who pays.

- 06:50: The mini excavator has vanished from the site, along with its digging bucket and quick coupler. (€42,000, Paid by: Machinery breakdown)
- 08:40: While digging for a house connection, a bundle of fibre optic cables is cut. The network operator invoices repair and fault clearance. (€18,000, Paid by: Business liability)
- 10:30: A cyclist rides into a poorly lit barrier at night and is seriously injured. (€35,000, Paid by: Business liability)
- 12:15: Heavy rain floods the open sewer trench; the freshly laid pipes float up and have to be laid again. (€26,000, Paid by: Contractors all risks)
- 14:50: A power cable is hit. A bakery left without power claims one day's lost production. (€7,500, Paid by: Business liability)
- 16:40: A hydraulic hose bursts and oil runs into the roadside ditch. The authority orders excavation and disposal. (€12,000, Paid by: Business liability)

**Damage so far:** €140,500

## Practical tips from your broker

- Damage to underground lines and the consequential financial losses from it must be included, with a limit of at least €500,000 for the consequential losses.
- Obtain the utility plans of all network operators before every excavation and keep the replies; that is often a condition for payment.
- Environmental liability and environmental damage insurance belong in the policy if you work with machines and fuels.
- Insure machines with theft protection and a tracking system; that often lowers the premium.
- Choose €5 to €10 million cover; public clients often prescribe minimum limits.
- Check cover for subsidence and damage from lowering groundwater if you work in built-up areas.

## Why NAMMERT for your business

- **We know the line damage clauses:** In civil engineering, sub-limits for line damage and consequential financial losses decide the outcome. We compare these limits across several insurers, not just the premium.
- **Settling claims means understanding them:** In boat insurance we settle claims ourselves, including environmental damage from fuel in the water. We know what evidence an authority and an insurer need.
- **Fleet and machinery in view:** We look after excavators, lorries and liability together, so nothing is insured twice or not at all.
- **At your side since 1989:** As an owner-managed broker we can be reached when the network operator calls. The insurer pays our remuneration.

## FAQ

### How much does liability insurance cost in civil engineering?

Published tariff comparisons show about €660 to €1,500 a year at €50,000 turnover and about €2,600 to €9,700 at €1 million turnover.

### Is damage to underground lines covered automatically?

In civil engineering tariffs usually yes, but often with limits. Consequential financial losses such as third parties' lost production in particular often have low special limits.

### What happens if I did not obtain utility information?

Then the insurer can reduce or refuse payment for gross negligence. Obtaining the information is also a duty towards the network operators.

### Do I need contract works insurance in civil engineering?

For sewer and utility works it makes a lot of sense. Otherwise nobody pays for flooding, collapsing trench walls or theft of installed parts.

### Is my excavator insured against theft?

Only with machinery insurance that includes theft. Many insurers require an immobiliser or tracking for that.

### Who pays for traffic accidents at my site?

If the site was not properly secured, your firm is liable and public liability pays. Document signs and lighting every day.
