One boating licence for all of Europe, perhaps

The European Parliament has called on the Commission to regulate mutual recognition of national recreational boating licences. Around 48 million boaters in Europe would be affected.

Nobody driving a car across Europe thinks about their licence. Anyone taking a boat across a border or chartering abroad does. Which certificate is valid where is regulated differently from country to country, and what is enough in one cruising area can fall short in the next.

At the end of April 2026 the European Parliament adopted a resolution on the future EU tourism strategy. It contains one sentence worth more to boat users than the rest of the paper. The Commission should take up the existing study on mutual recognition of recreational boating licences and propose a rule. The figure at stake is named explicitly: around 48 million recreational boaters in Europe.

Two further points of the resolution are worth noting. Parliament wants support for sustainable fuels in shipping to cover the existing fleet of leisure boats as well, not only new builds. And it counts seafaring traditions such as sailing expressly as part of Europe intangible cultural heritage.

A Parliament resolution is not a law. It is a request to the Commission, which may act on it or not. The next step is the EU tourism strategy, which had been announced for June 2026.

What this means for owners

For insurance the licence is rarely the problem, but when it is, it is a large one. Anyone operating without the certificate a country requires raises a question in a claim that nobody wants to have, regardless of how well they can handle a boat. Until Brussels regulates anything, the rule stays the same: before the trip, check what the destination requires.
