Germany narrows its commercial inland skipper certificate
Germany requires a separate certificate for commercial use of boats up to 20 metres on inland waterways. Its scope was narrowed in January 2026, but the simple route to obtaining it closes on 17 January 2027.

Since January 2022 the Binnenschiffspersonalverordnung, the German inland navigation personnel regulation, has required a separate certificate for the commercial use of recreational craft up to 20 metres on inland waterways. It is called the Kleinschifferzeugnis, literally the small skipper certificate. The ordinary Sportbootführerschein, the German recreational boating licence, now covers private trips only.
From 1 January 2026 the scope was drawn more tightly. The certificate is required where people are carried for payment or otherwise commercially and as a business. Training trips with pupils and escort trips at sporting events are explicitly excluded, which takes cost and paperwork off clubs and sailing schools. A radio operator certificate is no longer a precondition, as long as the Kleinschifferzeugnis is not used as a transitional route to another qualification.
The transitional rule in section 130 of the ordinance runs until 17 January 2027. Until then the recreational licence is sufficient for commercial, professional and official use, and the authority issues the certificate on presentation of that licence. The earlier reference date of 17 January 2022, by which the commercial activity had to be under way already, has been deleted.
After 17 January 2027 the route becomes longer. Applicants must then show a commercial activity at the time of the application and pass a theory examination. Anyone already carrying paying guests on German canals and lakes, or planning to do so in the 2027 season, has a few months left on the shorter route.
What this means for owners
Commercial use changes the risk, and it belongs in the application rather than in a conversation after a loss. The question worth asking an underwriter is a plain one: does my contract describe what actually happens on board, charter guests, paid instruction, delivery trips included. Decades of claims files show how often the answer is found late, when the paperwork is already being read by someone else.
