A seminar provider sells knowledge, and if that knowledge is wrong, the participant suffers a financial loss: a lost court case, a regulation applied incorrectly, an exam that is not recognised. Add rented conference rooms, expensive equipment and participant data. This page shows which insurance covers what.
The question almost everyone asks first
Usually both, often as a package. Public liability pays if a participant falls in the seminar room or you damage the hotel's projector. Professional indemnity for financial loss (Vermögensschadenhaftpflicht) pays if a participant loses money because of wrong content, for example in seminars on tax, law, workplace safety or data protection. Pure soft skills training often gets by with a small amount of indemnity cover.
An outdated section of law in the handout, a wrong deadline in a payroll seminar, a fire safety rule that no longer applies: anyone who acts on it and suffers a loss will claim compensation.
An authority or chamber refuses to recognise a certificate because hours were missing. The participants have to retrain and want their costs back.
Conference hotel, client's office, rented training room: coffee spilt over a client's laptop or a broken hotel flipchart happens quickly.
First aid courses, forklift licences, outdoor training: wherever participants get hands on, the risk of injury rises sharply.
Illness on the day, travel that fails: hotel costs and refunds stay with the provider.
Registrations, invoices, webinar recordings: data protection breaches and hacked learning platforms increasingly hit training providers.

On the way to the conference hotel, the bag with laptop and projector is stolen from the train.
A participant trips over the projector cable and breaks a wrist.
A client wants compensation: after a payroll seminar that used an outdated contribution ceiling, he had to pay a year of social security contributions plus late payment charges.

Questions and answers
Not by law, but many clients and training providers require it. If you teach specialist knowledge that participants act on, you carry a real risk of financial loss claims.
As a freelancer usually not. The provider's policy protects its own business and employees. Ask, or take out your own liability cover.
Public liability starts at about 80 euros a year, financial loss cover at about 175 euros. As a package, solo trainers usually pay between 250 and 450 euros.
Usually not through you. Employees sent by their employer are covered by the employer's Berufsgenossenschaft, the statutory accident insurer. Participants who book privately have no statutory cover.
For content, yes, if online courses are listed in the policy. For data breaches and hacked platforms you also need cyber insurance.
Not liability insurance, because a cancellation is not a liability claim. Set out clear cancellation terms in your contracts. For your own income, disability insurance or daily sickness benefit cover helps.
