Your public liability policy pays to repair the cable, if damage to underground lines is included. For the lost production of the businesses without power, you need consequential financial losses from line damage included, with a sufficiently high limit. It is also crucial that you obtained the utility plans and documented your enquiries; otherwise the insurer can reduce payment for gross negligence.

In civil engineering tariffs usually yes, but often with limits. Consequential financial losses such as third parties' lost production in particular often have low special limits.
Then the insurer can reduce or refuse payment for gross negligence. Obtaining the information is also a duty towards the network operators.
For sewer and utility works it makes a lot of sense. Otherwise nobody pays for flooding, collapsing trench walls or theft of installed parts.
Only with machinery insurance that includes theft. Many insurers require an immobiliser or tracking for that.
If the site was not properly secured, your firm is liable and public liability pays. Document signs and lighting every day.
