Do I really need personal liability insurance in Germany?
Insurance broker / Insurance questions / Personal liability
In short
Yes, if your tariff includes the loss of other people's keys, for example to your rented flat, a club house or often your employer's building. It pays for replacing the locks or the whole locking system up to the agreed amount, usually EUR 10,000 to 50,000. Liability insurance does not pay for your own key to your own home.
Guide figures for the premium and for the possible cost of losing a key.
| Example | Typical range |
|---|---|
| Single, tariff with lost key cover included | about EUR 40 to 120 a year |
| Lost key cover as an add-on | about EUR 10 to 15 a year extra |
| Replacing the locking system in a block of flats | about EUR 3,000 and more |
| Master key of a school lost | example case around EUR 14,000 |
Guide values as of September 2026 from publicly quoted examples and premium ranges. Your loss depends on the size of the locking system; we obtain the exact quote for you.
Worked example
The key fits the front door, cellar and flat. The landlord has the locking system replaced because the address was on the key ring.
| New cylinders for front door, cellar, side doors | about EUR 1,200 |
| New keys for twelve households | about EUR 1,100 |
| Locksmith's labour | about EUR 800 |
| Paid by liability insurance, cover EUR 20,000 | about EUR 3,100 |
With lost key cover you pay nothing or only the deductible. Without it you carry around EUR 3,100 yourself.
Many German apartment buildings use a central locking system (Schließanlage): one key opens the front door, the cellar and your flat. If you lose it, the landlord can demand that the whole system is replaced, because strangers could otherwise get into the building.
In a block of flats that quickly reaches several thousand euros. With master keys for companies, schools or public offices, five figure sums are possible. This surprises many people from the UK or US, where a lost key usually means a new lock on one door.
| Which key | Who pays |
|---|---|
| Key to your rented flat | personal liability insurance with lost key cover |
| Key to a club house or for volunteer work | personal liability insurance, if volunteering and keys are included |
| Work key from your employer | only if work keys are expressly covered |
| Your own key to your own house | not liability insurance, it is your own loss |
| Key stolen in a burglary | often contents insurance, for your own lock |
| Safe or car keys | usually excluded |
Liability insurance only pays for losses that other people suffer. If you lose the key to your rented flat, it belongs to the landlord, so it is someone else's key. If you lose the key to a flat you own, the lock is your own. If the flat is part of a shared locking system, though, replacing it for the other owners can again be a liability claim.
A spare key or a new cylinder for your own door is never a matter for liability insurance.
Check three points: the cover amount for lost keys, whether work keys are included, and whether follow-on costs are paid, such as a security guard until the new lock is fitted. Some tariffs pay only for the replacement, not for burglaries carried out with the lost key.
If you carry master keys at work, for example as a caretaker, teacher or in care services, choose a high amount or ask your employer how the company itself is insured. Keys handed over at the start of a German tenancy are usually listed in the handover report (Übergabeprotokoll), so the landlord will know exactly what is missing when you move out.
If you live in your own detached house, carry no work keys and have no club key, the risk is small. Leaving a spare key with a neighbour is then enough.
Questions and answers
Usually only if the key is taken in a burglary or robbery, and then for your own lock. A key that is simply lost is a liability case if it belongs to someone else.
Only if there is a real risk of strangers getting in. If the key demonstrably sank in a lake, a replacement is hard to justify. The insurer checks this.
As a rule no. A lost car key is a matter for the car's keeper or their comprehensive cover.
Only covered if your tariff expressly includes work keys. Many do, often with a separate amount.
For a rented flat EUR 20,000 is often enough. If you carry master keys for companies or schools, choose EUR 50,000 or more.
Yes, as long as your policy was running when the key was lost. Report it before you leave Germany, because claims are much harder to handle from abroad.
