No, it is not compulsory. For a normal rooftop system on your own home, adding it to your building insurance (Wohngebäudeversicherung) for about EUR 35 to 120 a year is usually enough. The system cost EUR 18,000 including installation. Here is how the two routes compare.

The extra cost of the separate all-risk policy is roughly EUR 50 to 80 a year. One marten bite on the cable run, with fault finding and scaffolding, easily reaches EUR 1,500. That single claim pays back the extra premium for many years. Guide values from our quoting practice.
A PV system sits in the weather for 20 years and more. Published claim statistics show a clear order: fire about 21 percent, storm about 20 percent, lightning and power surge about 17 percent, snow load about 10 percent and theft about 9 percent. Hail, marten bites, vandalism and technical failure each stay in the low single digits.
The part that fails most often is not the panel but the inverter (Wechselrichter). It is the electronic heart of the system and reacts badly to power surges. On top of that come installation and planning errors that only show up years later: badly cut roof hooks, leaking screw holes or connectors that do not sit properly. Those errors turn into five figure roof damage or even a fire.
Theft is underrated. Panels are stolen from the roof, but far more often from the building site, where modules and inverters sit next to the house for days before they go up.

A system bolted to the roof counts as part of the building. Many German building insurance policies (Wohngebäudeversicherung) therefore include it against fire, lightning strike, tap water, storm and hail, often for a small extra premium. For a normal system on your own house that is usually the cheapest route.
The limits are in the detail. A power surge after a distant lightning strike is only covered with a separate surge module. Snow load, flooding and landslide need natural hazard cover (Elementarschadenversicherung). Theft from the roof, marten bites, short circuits, operating errors and loss of feed-in income are almost never in the building policy.
Reporting matters. Some insurers treat a new PV system as an increase in risk that you must declare (Gefahrenerhöhung). If you stay silent, a claim can be cut or refused. Report the system before work starts and ask for written confirmation that it is included.
A separate PV policy (Photovoltaikversicherung) works on the all-risk principle (Allgefahrendeckung): everything is covered unless it is expressly excluded. That reverses the burden of proof. You do not have to show which named peril hit you; the risk carrier has to show that an exclusion applies.
Typical cover includes storm, hail, snow load, fire, power surge, short circuit, animal bites, theft, vandalism, operating errors plus material and design faults. It also covers the side costs that quickly get expensive: scaffolding, crane, roof work, fault finding, clearing up and disposal. Loss of income after an insured event is normally a separate module.
Wear and tear, ageing, pre-existing defects, intent, war and nuclear energy are excluded almost everywhere. If your panels simply produce less after twelve years, no policy pays. Also check whether the system is replaced at new value (Neuwert) or only at current value (Zeitwert) after a few years.
As the operator you are liable if your system harms other people. If a panel comes loose in a storm and lands on a neighbour's car or on a person, you are facing repair costs, medical bills and in the worst case a lifelong pension. Without cover that comes out of your own assets.
For a system on the house you live in yourself, this is often already inside your personal liability policy (Privathaftpflichtversicherung) or your property owner liability policy (Haus- und Grundbesitzerhaftpflicht). Check the wording and get the inclusion confirmed in writing. A standalone operator liability policy (Betreiberhaftpflicht) costs about EUR 30 to 70 a year and mainly makes sense for larger systems, rented roofs and commercial use.
Manufacturers give product warranties of often 12 to 25 years and performance warranties over 25 years. That sounds like full protection, but it only covers faults in the product itself. Storm damage, a marten bite or a theft never falls under it.
Two more catches: a warranty normally replaces the part only, not scaffolding, crane, labour, fault finding and lost electricity. And it is only worth as much as the manufacturer. Plenty of solar brands have disappeared, and their warranty promises went with them.
For a plug-in balcony system (Balkonkraftwerk) costing a few hundred euros, a separate policy makes no economic sense. Contents insurance (Hausratversicherung) and personal liability are enough; just check that the device is named there.
For a small rooftop system up to around 10 kWp without a battery, adding it to the building policy is usually the better deal. A separate all-risk policy pays off from about that size, with a battery, with a wallbox and heat pump on the same circuit, or if your budget really depends on the output.
A high deductible can also hollow out the policy. With a EUR 500 deductible per claim, typical small damage to cables or single panels stays with you. You are then paying a premium for cover that does not respond in the most common cases. Do that sum before you take the discount.
Questions and answers
No. There is no legal duty to insure a system on your own roof, and none for feeding power into the grid. If the system is financed, the bank often asks for proof of property cover.
