Dog liability insurance (Hundehaftpflichtversicherung) pays for injury to other people, including pain and suffering and lost earnings, damage to their property and the financial loss that follows, up to the sum insured. EUR 10 million is normal. Just as important: it fights off claims that are wrong or too high and pays the lawyers. It never pays for your own injuries, your own property or your dog's vet bills.

Worked example
The dog breaks loose and runs onto the cycle path. The cyclist brakes, falls and breaks a hand, and cannot work for eight weeks. This is how the claim against you as the owner adds up.

About EUR 22,000 in total. The dog liability policy pays the whole amount and deals with the injured person's lawyer for you; at most you pay the agreed deductible of usually EUR 0 to 150. Without insurance you are liable personally, if necessary out of your income for years. The individual amounts are guide values from our quoting practice.
As a dog owner in Germany you are liable under section 833 of the Civil Code (Bürgerliches Gesetzbuch) without any fault of your own. This is called strict liability for animals (Tierhalterhaftung). It is enough that the unpredictable behaviour of an animal caused the harm. Whether you were careful makes no difference.
That is why a startled cyclist gets expensive. Your dog does not have to bite and does not even have to touch anyone. If it runs onto the cycle path, the cyclist brakes and falls, you owe treatment costs, lost earnings and pain and suffering (Schmerzensgeld). Cases like this are the core of dog liability insurance.
Three kinds of loss are covered: injury to people including pain and suffering and lost earnings, damage to other people's property, and the financial loss that follows from either, for example the lost turnover of a shop whose window has to be replaced.
Not all limits sit in the same line of the policy. The sum insured applies across the board, but individual add-ons have their own, much lower limits. Read the rows marked no carefully: that is the part most owners get wrong.

Liability insurance does two jobs. If the claim is justified, it pays. If the claim is wrong or too high, it fights it off and pays the lawyer, the court and the expert witness. German insurers call this second job passiver Rechtsschutz, passive legal protection, because you are being defended rather than suing.
In practice this is often the more valuable half. After an incident people claim more than happened: an old dent in the bicycle, an injury that was there before, an unrealistic figure for pain and suffering. Checking, negotiating and, if needed, defending you in court is the insurer's job. You do not need separate legal expenses insurance (Rechtsschutzversicherung) for it.
The sum insured is quick to compare, the add-ons are not. This is where a cheap policy either holds or fails. Choose by how you actually live with your dog, not by the length of the list.
Two points are forgotten most often. If neighbours or a dog walking service sometimes take your dog, you need the Fremdhüter add-on, otherwise your helper stands alone after a claim. And in a rented flat, wear and tear caused by the dog stays uninsured even with the add-on; only real damage is paid.

If you own your home, your bitch is spayed, nobody else looks after the dog and you only travel inside Europe, you are paying for damage to rented homes, mating, sitters and worldwide cover that you will never claim. A solid policy with a high basic sum is enough.
You also do not need uncollectable claims cover twice. It is often already part of your personal liability insurance (Privathaftpflichtversicherung), so check there first. The one thing never to cut is the sum insured: moving from EUR 10 million to EUR 50 million costs only about EUR 10 to 20 a year.
