Do you need liability insurance for a cat in Germany?

In short

No. Cats count as tame pets (zahme Haustiere) and are included in German private liability insurance (Privathaftpflichtversicherung) at no extra cost. A separate cat policy only makes sense in special cases such as commercial breeding. Three things are worth checking: the sum insured, the rented property add-on and cover for damage done as a favour.

Worked example

Tenant with one cat, the landlord's parquet is scratched

The cat has been clawing the living room parquet for months. At move out the landlord bills for sanding and resealing the floor. This is what the arithmetic looks like.

The cat adds nothing to the liability premium. Everything turns on the rented property add-on, which carries the roughly EUR 2,500. The tradesman's price is a guide value from our quoting practice.

The short answer is no

You do not need an animal keeper policy for a cat. Cats belong to the tame pets, together with rabbits, hamsters and birds, and those are part of every German private liability policy. Dogs and horses are expressly excluded, cats are not.

You also pay nothing extra. If you already hold private liability insurance, a new cat means no paperwork at all. If you do not hold one yet, that is the policy to buy, not a cat liability policy. Expect EUR 20 to 120 a year for one person and EUR 60 to 180 for a family.

You are still liable, and without fault

German law is no gentler on cat owners. Under section 833 BGB the keeper is liable for damage caused by the animal even when nothing was done wrong. The fact that the cat was out on its own at night does not help you.

The difference lies in the insurance, not in the law. A cat usually causes smaller losses than a dog or a horse, so insurers include it without a surcharge. The claim can still be unpleasant, for example when someone needs treatment after a scratch and asks for compensation for pain and suffering.

Where it does get tight

A handful of cases are not paid as a matter of course. Almost all of them depend on an add-on you can buy, or on a limit in the small print.

What to look up in your policy

Four points are enough. First, are pets or tame small animals named in the wording? Second, how high is the sum insured? EUR 10 million flat for injury, property and financial loss is today's standard, consumer advice centres name EUR 5 million as the floor.

Third, is rented property damage (Mietsachschäden) included, and with what limit? That add-on covers fixed parts of the flat such as floors, doors, bathroom fittings and a fitted kitchen, not your landlord's loose furniture, and often not window glass. Fourth, is damage done as a favour covered? Without that clause the loss at the friends who took your cat on holiday stays with you.

When you need nothing more, and where the money is better spent

If your private liability policy has a decent sum insured, rented property damage and damage done as a favour, you need nothing at all for the cat. No add-on, no second policy, no notification. Anyone selling you a cat liability policy is selling you something you already own.

The money is better spent on cat health cover. Surgery after an accident or for a swallowed object quickly runs into four figures, and no liability policy pays that bill. Surgery cover (OP-Versicherung) costs about EUR 7 to 25 a month, full health cover about EUR 16 to 50.

  1. Search your policy wording for Haustiere or zahme Kleintiere, the German terms for pets and tame small animals.
  2. Check the sum insured, EUR 10 million flat is today's standard.
  3. Look up whether Mietsachschäden are included and note the limit.
  4. Add cover for damage done as a favour if it is missing, the surcharge is small.
  5. Clarify breeding or a large number of animals before a claim happens.

Does a German cat liability policy exist?

It is sold, but rarely needed. It makes sense for commercial breeding, very many animals, or if your wording excludes pets.

Will the policy pay if my cat scratches a car?

Yes, that is property damage and covered. The argument is usually only about proving it was your cat.

What if my cat breaks something at a friend's place?

That depends on the Gefälligkeitsschäden clause. Without it many insurers decline, because the favour itself limits the legal claim.

Does it cover damage inside my own rented flat?

Fixed parts yes, through Mietsachschäden. Your own furniture is never covered, and window glass often is not either.

Do two or three cats need more cover?

No, a normal number of animals is fine. Only an unusually large number should be reported and confirmed in writing.

Am I liable even if the cat runs off?

Yes. Keeper liability applies whether or not you could have stopped the animal.

What is a better buy than cat liability cover?

Cat health insurance. Operations often cost four figures and no liability policy carries that bill.
