Yes, if you own a heating oil tank in Germany. If oil pollutes soil or groundwater, you are liable even without fault and without an upper limit. Personal liability insurance generally only covers small containers of about 50 litres. Separate water damage liability insurance (Gewässerschadenhaftpflicht) for an above-ground oil tank usually costs EUR 25 to 60 a year. With gas or a heat pump you do not need it.

Worked example
During filling a hose bursts. Oil runs across the cellar floor into the drain and into the ground.

For a few euros a month you are covered for damage that could otherwise cost you the house. The insurer checks whether the supplier is also liable.
Heating oil is hard to get out of the ground. A few litres can pollute soil and groundwater. Soil then has to be dug out and disposed of, groundwater cleaned and often a neighbour compensated. Clean-ups of EUR 50,000 to over EUR 100,000 happen.
Under the German Water Resources Act (Wasserhaushaltsgesetz) the operator of such a facility is liable without anyone having to prove a mistake. A rusted pipe or a mishap during filling is enough.
Personal liability insurance (Privathaftpflicht) includes water damage from small containers, such as a petrol can for the lawnmower or paint in the cellar. The limit is around 50 litres per container depending on the tariff, sometimes a little more. A heating oil tank with 3,000 or 5,000 litres is far above that.
Property owner liability insurance (Haus- und Grundbesitzerhaftpflicht) usually does not include the oil tank either. It is insured as a separate module or a separate contract, often together with it.

It pays justified claims from others, such as the water supplier, the authority or your neighbour, and fights unjustified ones. Good tariffs also pay the costs of preventing imminent damage and the clean-up of your own land up to a limit.
Basic tariffs leave out the costs on your own land. All insurers also require that the tank is maintained and that mandatory inspections are carried out. Ignoring known defects can cost you the payout.
Tenants usually do not need their own policy, because the landlord operates the tank. It is different if you rent a whole house and run the tank and heating yourself; check your rental contract.
If you buy a house with oil heating, ask the seller for the existing tank policy. Check with the insurer whether it continues for you, or arrange your own cover from the day of handover so there is no gap.
If you heat with gas, district heating, wood or a heat pump, there is no oil tank and nothing to insure. If the tank has been professionally cleaned and decommissioned, the risk usually ends too; keep the certificate.
