How do I insure a snake or another exotic pet in Germany?
In short
In Germany tame small animals such as birds or rabbits are often covered by personal liability insurance (Privathaftpflicht), which costs singles about EUR 40 to 120 a year. Whether a snake or another exotic pet is included depends on your policy. Venomous snakes and other dangerous wild animals are not covered there; they need separate liability cover and, in Bavaria, a permit from the municipality.
For harmless exotic pets the premium of your personal liability insurance is what counts. Dangerous animals are only insured on individual quotes.
Example
Typical range
Personal liability, single, cover EUR 10 to 50 million
about EUR 40 to 120 a year
Personal liability, family with children
about EUR 60 to 180 a year
For comparison: dog liability
from about EUR 50 a year
Separate liability for venomous snakes or dangerous animals
individual quote, often from about EUR 150 a year

insurers assess each animal individually.
Worked example
The royal python escapes into the neighbour's flat
The snake slips through a loose terrarium lid, the neighbour gets a fright, falls and breaks her wrist.
Liability
you as keeper, even without fault
Treatment and loss of earnings
quickly several thousand euros
Compensation for pain and suffering
comes on top
Personal liability without reptiles
does not pay
Without a policy that includes the snake, you carry the full damage yourself.
Why you are liable for any exotic pet in Germany
Under section 833 of the German Civil Code the keeper of an animal must pay for the damage if the animal injures a person or damages property. Fault is not required. For animals that do not serve your job or livelihood, which includes your snake or parrot, there is no way out of this liability.
If your royal python escapes into the neighbour's flat, or your grey parrot bites a visitor, you pay. That is why liability cover comes first for an exotic pet, before vet costs.
When personal liability insurance covers your exotic pet
Many German personal liability policies include tame pets and tamed small animals such as cats, rabbits, hamsters and birds. Dogs and horses are excluded and always need their own pet liability policy (Tierhalterhaftpflicht).
For reptiles, spiders or larger exotic pets only the policy wording helps. If it says wild animals are not covered, your harmless corn snake is not covered either. Ask your insurer to confirm cover for your species in writing.

Dangerous wild animals: permit and liability cover
Some German federal states regulate dangerous animals separately. In Bavaria anyone who wants to keep a dangerous animal of a wild species needs a permit from the municipality under Art. 37 of the Bavarian State Criminal and Ordinance Act (LStVG). The municipality may make the permit conditional on proof of special liability insurance.
Keeping such an animal without a permit can lead to a fine of up to EUR 10,000 in Bavaria. Other states have their own rules. Ask your local public order office (Ordnungsamt) before you buy a venomous snake or a large wild animal.
Vet costs for snakes and parrots
Pet health insurance in Germany is aimed mainly at dogs, cats and horses. Whether a provider accepts your snake, lizard or parrot is something you have to ask specifically. For exotic pets a savings buffer for the vet is often the more honest solution.
