Down the Danube to the Black Sea: cruising area, papers and borders
Short answer
Taking your own boat down the Danube to the Black Sea means passing through eight countries, including Serbia outside the EU. Papers, border formalities and a cruising area that covers the whole river and the sea all need sorting before you leave.
Down the Danube to the Black Sea is one of the great voyages you can make without an ocean, and a popular route for Dutch and British owners heading for the Mediterranean the long way round. From Bavaria the river runs through Austria, Slovakia and Hungary, along the Croatian border, through Serbia and between Romania and Bulgaria into the delta. You reach the sea through the Sulina branch to Sulina or via the Danube Black Sea Canal to Constanța. There are many locks on the way, the largest at the Iron Gates between Serbia and Romania, and the whole way you share the river with commercial traffic, which has right of way.
The borders are what matter. Serbia is outside the EU and the Schengen area, so you clear in and out at a border port. Controls may still take place on the river borders with Romania and Bulgaria too, and in Romanian ports officials often ask for a crew list, the boat's registration and proof of insurance. In the delta, the northern Chilia branch forms the border with Ukraine, where official warnings apply because of the war. Then there is the river itself: strong current, low water in late summer, debris after rain and long stretches without a harbour or fuel.
Gather the papers before you set off: a certificate of competence such as the ICC, registration, proof of ownership, an insurance certificate in English and several copies of the crew list. Ask the authorities of the riparian states for the current border procedures before you leave. Check that your policy's cruising area includes every Danube country and the Black Sea, and have it extended in writing before departure if it does not. Plan stages around fuel stops and water levels, and keep well clear of the border area with Ukraine.
Worth remembering
Cruising area extended, papers complete
smooth borders, whole route agreed
Cruising area ends in Hungary
Serbia and the sea outside the agreed area
On the Danube the paperwork matters as much as the current.
Questions
What owners ask us about this
Are there border formalities on the way down the Danube?
Yes, at least in Serbia, which is not in the EU; you clear in and out at a border port. Checks are also possible on the river borders with Romania and Bulgaria. The authorities of each country publish the current rules.
Is the Danube within my boat's cruising area?
That depends on the policy. Many cruising areas stop at the inland waters of certain countries or exclude the Black Sea. Get written confirmation for the whole route before you leave.
How do I get from the delta to the Black Sea?
Through the Sulina branch to the port of Sulina, or via the Danube Black Sea Canal to Constanța. The northern Chilia branch forms the border with Ukraine and should be avoided because of the war.
