Do I need private accident insurance if I already have health insurance in Germany?

In short
Often yes, but not always. When volunteering in Germany for the fire brigade, rescue services, a church, a municipality or a welfare organisation, you are covered by statutory accident insurance by law at no cost. Elected board members of non-profit clubs are only covered if the club registers them voluntarily, for EUR 4.95 per person a year. Ordinary member duties are not covered.
What cover while volunteering costs and what it pays when it matters.
| Example | Typical range |
|---|---|
| Volunteering covered by law, such as fire brigade or church | EUR 0 for you |
| Voluntary cover for elected or appointed volunteers | EUR 4.95 per person and year (2025 and 2026) |
| Injury pension at 20 percent reduction, pensioner, western states | EUR 263.20 a month (as of 2021) |
| Private accident insurance, office job, EUR 100,000, 350 percent progression | about EUR 60 to 180 a year |
| Private accident insurance from age 60 to 70 | about EUR 120 to 460 a year |
As of October 2026.
The EUR 4.95 is the VBG contribution; some state sports associations settle through flat rate agreements.
Private premiums come from published tariff examples and depend on age, occupation and scope.
Worked example
She is 67, retired and has been treasurer for years. On her way to the audit of the accounts she falls on the clubhouse stairs. Her wrist remains permanently restricted, reduction in earning capacity 20 percent.
| Club has registered the treasurer voluntarily | cost to the club EUR 4.95 a year |
| Treatment and rehabilitation | through the VBG, without co-payments |
| Injury pension at 20 percent, 2021 basis | EUR 263.20 a month, about EUR 3,158 a year, for life |
| Club has not registered her | no statutory accident cover |
| What is left then | health insurance with co-payments, possibly a group policy of the state or association |
| With her own private accident insurance | disability payment under the Gliedertaxe, regardless of the club |
A contribution of EUR 4.95 a year decides here whether she gets a monthly pension for life. Ask your club whether its officers are registered. The pension is calculated with the 2021 minimum income and is higher today.
German statutory accident insurance (gesetzliche Unfallversicherung) is set out in Book VII of the Social Code (SGB VII). It names several groups of volunteers who are protected automatically. Nobody has to register you, you pay nothing, and your nationality does not matter. The responsible body is the accident fund (Unfallkasse) or employers' liability insurance association (Berufsgenossenschaft) of the organisation.
This includes unpaid helpers in aid organisations such as the volunteer fire brigade, the Red Cross, lifesaving services or the Federal Agency for Technical Relief (THW), including training. It also covers volunteers in health care and welfare work, volunteers for municipalities, federal states and other public bodies, and for churches and their institutions.
| Volunteer role | Covered by statutory accident insurance? |
|---|---|
| Volunteer fire brigade, call-outs and drills | yes, by law |
| Helper with the Red Cross or THW | yes, by law |
| Visiting service in a welfare care home | yes, by law |
| Member of a parish council | yes, by law |
| Volunteer legal guardian appointed by a court | yes, by law |
| Chair or treasurer of a sports club | only if voluntarily registered with the VBG |
| Referee or head of the festival committee | only as an appointed volunteer with voluntary registration |
| Member helping at the cake stall of the club fete | usually no, that is a member duty |
| Playing football in your own club | no, the sport itself is not covered |
Most volunteers in Germany are active in registered clubs (eingetragener Verein, e.V.), and that is exactly where automatic cover is missing. Elected board members, treasurers or sports officers and their deputies are only covered if the club registers them voluntarily with the VBG (Verwaltungs-Berufsgenossenschaft). The club must be recognised as non-profit.
For some years appointed volunteers can also be insured, meaning members who take on prominent tasks on behalf of the board, such as referees, judges or project leaders. If the club does nothing, those affected can register themselves.
What club members do because of their membership is not covered by statutory accident insurance. This includes work days required by the statutes or a resolution, helping at the club fete and the sport itself.
An exception can apply to work that goes well beyond the usual. For renovations of the clubhouse, for example, the Federal Ministry of Labour gives as a guideline: not set as a duty in the statutes and more than two hours per session. The accident insurer decides case by case, and disputes are common.
Once the accident is recognised, the accident fund or association pays for treatment and rehabilitation without co-payments, injury benefit (Verletztengeld) while you cannot work and, from a 20 percent reduction in earning capacity, a pension. The direct way to and from the activity is covered too.
For pensioners without earned income a notional minimum income is assumed. For 2021 the Federal Ministry of Labour calculated an injury pension of EUR 263.20 a month at a 20 percent reduction in the western federal states. The old age pension is not set against it if the accident happens after retirement.
Many federal states have taken out private group policies for volunteers, and sports associations have done the same for their clubs. They usually apply only as a back-up, when no other cover exists, and pay fixed sums for disability or death.
These policies are basic cover, not a substitute for statutory accident insurance with rehabilitation and pension. Ask your club or association which policy exists and what sums it pays.
If you only help with the fire brigade or the parish, you do not need your own policy for that. Private accident insurance (private Unfallversicherung) is worth it for volunteers in clubs without voluntary registration, for people who do sport and for everyone who wants to protect their free time.
It pays for permanent disability according to a fixed table of body parts (Gliedertaxe), whether the accident happens while volunteering, at home or on holiday. For an office job it costs about EUR 60 to 180 a year for a EUR 100,000 basic sum, considerably more in older age.
Questions and answers
As an elected board member or appointed volunteer only if the club registers you voluntarily with the VBG. Your own training and matches are not covered.
With the VBG, EUR 4.95 per person and year for 2025 and 2026. Usually the club pays, otherwise you can register yourself.
No. Statutory accident cover depends on the activity in Germany, not on your nationality or residence status.
Yes, by law, for call-outs, drills and training. The fire brigade accident fund or the accident fund of your federal state is responsible.
Yes, if the volunteer role is covered, the direct way there and back is covered too.
No, it only covers your own injuries. Damage to others needs liability insurance, often the club has one, or your personal policy pays.
Not if you are covered by law or voluntarily. It makes sense for leisure and sport, because statutory cover never applies there.
