Worked example
She has been in service for a year and falls ill so that the medical officer finds her permanently unfit for service. It was not an accident on duty.

Without a policy, an illness that still allows light work leaves her with no pension at all. With the policy she is sure of EUR 1,500 a month, because the employer's decision is enough.
Whether you are unfit for service is decided not by an insurer but by your Dienstherr, usually after an official medical report. Your employer can retire you even if a private insurer, by its own standards, would not yet see you as occupationally disabled.
The service incapacity clause, DU clause for short, closes exactly this gap. It links the private benefit to the employer's decision. Without it, you might leave the service while the private policy still refuses to pay.
Lifetime civil servants (Beamte auf Lebenszeit) receive a pension on service incapacity if they have at least five years of service. There is a minimum pension of 35 percent of pensionable pay or, if higher, an amount equal to 65 percent of the top step of pay grade A 4 plus a small fixed sum. Deductions apply if you retire before the regular age.
Trainees (Beamte auf Widerruf) and probationers (Beamte auf Probe) usually have no such claim if illness is the cause. They are dismissed and retroactively insured in the state pension scheme (Nachversicherung). That puts them in the position of an employee, with only the prospect of a reduced earning capacity pension if they can barely work. Only an accident on duty is treated differently, and then the qualifying period does not apply.

With a genuine clause the employer's decision is enough. The insurer does not carry out its own check of whether you are occupationally disabled. That is the real value of this cover.
Limited clauses keep the right to an own assessment, only apply to lifetime civil servants or only to retirement for general service incapacity. Read the exact wording before relying on the word Dienstunfähigkeit in a product name.
For enforcement services there is a stricter form: special service incapacity, such as police service incapacity (Polizeidienstunfähigkeit). It can apply even though you could still work in an office role. Not every tariff includes it, and some only for a surcharge.
Teachers often become unfit for service due to mental illness. Make sure the clause has no exclusion for mental health causes and that partial service incapacity, meaning limited fitness with reduced hours, is covered too.
For trainees many insurers cap the benefit, often at about EUR 1,000 to 1,500 a month, because income is still low. Secure a guaranteed increase option, so you can raise the benefit without new health questions on appointment for life or promotion.
Later, what counts is the gap between your net income and your pension after tax and health insurance. With many years of service it shrinks. A good policy then lets you reduce the benefit instead of cancelling.
If you have been a lifetime civil servant for many years, can expect a pension close to the maximum and have savings, you can often do without. Shortly before retirement age a new policy rarely pays off.
To be honest: the cover costs least in your first years of service and helps most there. The longer you wait, the more expensive and the less necessary it becomes.
