Need in the sense of a legal duty: no. But civil servants (Beamte) and public sector employees in Germany are fully liable to their employer for gross negligence, while slight negligence costs them nothing. Official liability insurance (Diensthaftpflicht) costs about EUR 19 to 71 a year as an add-on to private liability, depending on your job.

Worked example
After a parents' evening she leaves her key ring in the open basket of her bicycle and it is gone. The school authority replaces the locking system and treats this as gross negligence.

Without insurance she pays the damage herself, often in instalments over years. With the add-on she keeps at most the deductible.
If you harm a citizen while on duty, Article 34 of the Basic Law (Grundgesetz) makes the state liable first. The injured person does not have to come to you. For intent or gross negligence, however, your employer (Dienstherr) may claim the money back from you. This is called recourse (Regress).
The same standard applies to damage you cause directly to your employer: federal civil servants are liable under section 75 of the Federal Civil Servants Act, state and municipal civil servants under section 48 of the Civil Servants Status Act. For public sector employees, section 3 paragraph 7 TVöD refers to these rules. Slight negligence means no liability. Gross negligence usually means full compensation, without an upper limit.

It steps in when your employer demands money from you for gross negligence, and first checks whether the claim is justified. If the claim is excessive, the insurer fights it, in court if needed.
Watch three points: loss of service keys, because a whole locking system often has to be replaced; pure financial loss in administrative jobs, which basic tariffs cover with only a few thousand euros; and damage to service vehicles, which many tariffs cover only in part or not at all. Intent is never insured.
Some German unions and professional associations already include official liability cover for members. Check your membership documents before you pay twice, and look at the limit for lost keys, which is sometimes low there.
If you handle no keys, vehicles, weapons or money on duty and make no decisions with financial consequences, your risk is small. At about EUR 19 to 33 a year the add-on is still rarely wasted. Employed hospital doctors usually need their own medical liability cover, not just this add-on.
The cheapest way is official liability as an add-on to private liability insurance (Privathaftpflicht). You then have one contract, one contact and pay about EUR 76 to 129 a year for private and duty cover together.
A separate policy makes sense if your private liability insurer offers no duty add-on, or if you need higher limits for financial loss, for example in a finance department or in public procurement.
