EUR 300,000 is enough for her project, at about EUR 15 a month. EUR 1 million would cost almost three times as much and is hardly needed without much bigger projects.
Insurers first estimate how expensive a typical mistake in your profession can get. Wrong advice on a subsidy costs the client money; a planning error on a building site can hit walls, floors and people. That is why architects and doctors pay many times what copywriters or designers pay.
Next come turnover and staff, because more projects mean more chances for mistakes. Finally you set two levers yourself: the limit of indemnity (Versicherungssumme) and the deductible (Selbstbeteiligung).

The policy pays justified claims and fights unjustified ones. The second part is often underestimated: an expert and a lawyer quickly cost several thousand euros, even if it turns out you did nothing wrong.
For advisory professions, professional liability in Germany usually means financial loss liability (Vermögensschadenhaftpflicht), which covers pure money losses. Injury and property damage, for example a client falling in your office, is covered by business liability (Betriebshaftpflicht). Many tariffs offer both together, at a higher premium.
The lowest price often comes from a narrow description of your work. If the contract only says web design but you also set up online shops with payment processing, exactly that part may not be covered.
Other gaps in entry tariffs: no prior acts cover for mistakes made before the contract started, short run off cover (Nachhaftung) after you stop working, and an annual aggregate equal to the limit per claim. Then nothing is left after one large claim in the same year.
As an employee in Germany, your employer is liable first for professional mistakes. Your own policy then adds little value, unless you also work freelance on the side.
If you only sell goods or do manual work without advising or planning, business liability insurance fits better. Financial loss cover brings little there.
