Is dog liability insurance compulsory in Germany?

In short
Usually yes, but only if the policy says so. In Germany a horse share rider (Reitbeteiligung) is covered by the owner's horse liability insurance for damage to third parties in many plans at no extra cost. Two gaps often remain: not every plan pays when the share rider is injured, and damage to the horse itself is never covered.
Premiums and costs from published plan overviews and guides, as of October 2026.
| Example | Typical range |
|---|---|
| Horse liability for a leisure horse, depending on cover and add-ons | about EUR 64 to 150 a year |
| Good horse liability cover according to the consumer advice centre | about EUR 100 or more a year |
| Including horse shares and other riders | EUR 0 extra in many plans, sometimes limited to up to 4 registered people |
| Horse share fee paid to the owner | about EUR 50 to 150 a month |
Guide figures as of October 2026 from publicly stated plan examples.
Whether the share rider's own claims are covered is only stated in the terms of each plan.
Your premium depends on use and scope; we obtain the exact quote for you.
Worked example
The share rider pays EUR 100 a month and rides three times a week. The horse is startled by a tractor, she falls and breaks her wrist. This is how the claims are distributed.
| Owner's liability under § 833 BGB | yes, even without fault, because the typical animal risk materialised |
| Pain and suffering and lost earnings of the share rider | claim against the owner |
| Health insurer reclaiming treatment costs | claim against the owner |
| Plan that includes the share rider's own claims | the horse liability policy pays both |
| Plan that only covers occasional riders riding for free | dispute over whether there is cover at all |
| Share rider's private accident insurance | pays on top under its own terms |
The difference between the two plans often costs nothing in premium, but it decides whether the owner pays the claim personally. Sort out the inclusion before the first ride, not after the fall.
The owner remains the keeper (Tierhalter), even if someone else rides three days a week. Under § 833 BGB the keeper is liable for damage the horse causes without anyone having to prove a mistake. If the horse spooks on a hack and damages a car, the claim goes to the owner.
During the ride the share rider is the person in charge of the animal (Tierhüter). Under § 834 BGB they are liable alongside the owner if they did not supervise the horse properly. So that the injured party is not sent back and forth, and the share rider does not end up paying privately, the share rider belongs in the owner's policy.
Plans handle this very differently. Some name horse shares as covered and describe them as regular riding over a longer period in return for contributing to the horse's costs. Others only cover other riders who ride occasionally and free of charge. If you pay EUR 100 every month, you are not riding free of charge.
So do not stop at the word Fremdreiter, read the clause behind it. Three questions are enough: Is a horse share with a cost contribution included? Is there a maximum number of riders or a duty to register them? Are the share rider's own claims against the owner covered?
| Situation | Does the owner's horse liability policy pay? |
|---|---|
| Horse spooks with the share rider and damages someone's car | yes, if horse shares or other riders are included |
| Share rider leaves the gate open, the horse runs onto the road | yes, for the damage to third parties |
| Share rider falls and claims damages for pain and suffering from the owner | only if the plan includes the share rider's own claims |
| Share rider's health insurer reclaims treatment costs | as above, only if included |
| Horse is injured through the share rider's mistake | no, damage to your own horse is not covered |
| Share rider gives paid riding lessons on the horse | no, commercial use needs separate cover |
This is where the big money is. If the share rider is thrown off, they can claim against the owner under § 833 BGB for pain and suffering and lost earnings, and their health insurer (Krankenkasse) will reclaim treatment costs. A liability waiver in the horse share agreement helps only to a limited extent: courts have struck down standard clauses that exclude personal injury caused by negligence.
Good plans expressly pay these claims, including reclaims by social insurers. Others do not. For the share rider, private accident insurance (Unfallversicherung) makes sense because it pays regardless of who is liable.
If the horse is injured because the share rider was careless, that is damage to the owner's property. The owner's horse liability policy does not pay, because nobody can insure against damage to their own property with liability cover. Some terms also expressly exclude claims of the policyholder against co-insured people.
That leaves the share rider's personal liability insurance (Privathaftpflichtversicherung). Whether it pays for a borrowed horse depends entirely on its terms, and many exclude it. Ask before the first ride. For vet bills after an accident or colic, the owner's surgery insurance is the more reliable route.
If the owner's policy expressly includes the horse share and the share rider's own claims, and the share rider has accident insurance, the situation is well covered. The share rider then does not need their own horse liability policy, since they are not the keeper.
Act if the policy only knows occasional riders who ride for free, if more people ride than allowed, or if the horse is also used for lessons. Note that the policy terms are in German, and the German wording decides a claim.
Questions and answers
Often not. Courts have held standard clauses excluding personal injury caused by negligence to be invalid, so insurance is still needed.
Usually yes, most plans include occasional riders who ride for free. Check your terms anyway.
