Do I really need personal liability insurance in Germany?

In short
In Germany a bundle rarely saves much: around 5 percent discount is usual, often just EUR 5 to 10 a year for a single person. It is worth it if both policies are good on their own. Do not accept a weaker tariff for the discount, and make sure you can cancel each policy separately.
Guide figures from published tariff examples and insurers' discount information.
| Example | Typical range |
|---|---|
| Single, 40 square metres, liability and contents separately | about EUR 9.74 a month, around EUR 117 a year |
| Same as a bundle with 5 percent discount | about EUR 9.25 a month, around EUR 111 a year |
| Bundle of contents, liability and legal expenses | about 10 percent off the total premium |
| Low-cost individual tariffs | contents from about EUR 24, personal liability from about EUR 39 a year |
Guide values as of September 2026 from examples published by individual insurers. Discounts and terms vary by provider; we compare bundle and separate tariffs for you.
Worked example
One insurer's bundle costs less but covers bikes only up to EUR 1,000. The e-bikes are worth EUR 6,000 together.
| Bundle of contents and liability | about EUR 190 |
| Discount included | about EUR 10 |
| Two separate tariffs, contents with bike cover up to EUR 6,000 | about EUR 210 to 240 |
| Gap in the bundle if one e-bike is stolen | up to EUR 2,000 |
The separate tariffs cost about EUR 20 to 50 more a year but close a gap of several thousand euros. The figures are a worked example (guide value from quoting practice).
Contents insurance (Hausratversicherung) replaces your own belongings after fire, burst pipes, storm or burglary. Personal liability insurance (Privathaftpflichtversicherung) pays when you damage someone else. Almost every household in Germany needs both, but they have nothing to do with each other.
If you know renters insurance from the US, where both come in one policy, note the difference. A German bundle is usually two separate contracts with the same insurer, linked by a discount. Real single-contract products are rarer.
| Criterion | Bundle with one insurer | Two separate tariffs |
|---|---|---|
| Price | around 5 percent discount | no discount, but free choice of the best tariff for each |
| Cover | depends on both tariffs, one is often weaker | the right tariff for each line |
| Admin | one contact, one account | two contracts, two contacts |
| Switching | discount lost if one part is cancelled | each contract switchable freely |
| Claim affecting both lines | one insurer handles everything | two reports, sometimes coordination needed |
One published example: single person, 25, 40 square metres. Liability and contents together cost EUR 9.74 a month, as a bundle EUR 9.25. That is around EUR 6 a year.
If another insurer offers a tariff for just one of the two lines that is EUR 20 or 30 cheaper or covers more, the bundle advantage is already gone.
If both tariffs from the same insurer are good in their own right, nothing speaks against the bundle. You have one contact, and for claims affecting both lines, such as a burst pipe that damages your furniture and the flat below, one insurer settles everything.
It also helps if you are new to Germany and struggle with German paperwork: one insurer, one set of letters and one customer account are easier to manage.
If you own expensive bikes, valuable jewellery or costly instruments, one line often needs a specialist tariff. Free choice is then worth more than 5 percent off.
Moving, separating or moving in together also often changes the two policies differently. With separate contracts you adjust each one without losing a discount. If you may leave Germany again, check how easily each part can be ended.
Most bundles can be cancelled one policy at a time, but the discount then usually ends for the remaining one. Before signing, check whether terms and renewal dates match and whether there are minimum terms.
Make sure that cancelling after a claim in one line does not automatically end the other.
Questions and answers
Usually not. It is two separate contracts with the same insurer, linked by a discount. Each has its own terms.
Usually yes. The bundle discount then normally ends, and liability becomes slightly more expensive.
No, that is a case for personal liability. Contents insurance only pays for your own belongings.
The discount rises, often to 10 percent with three policies. The question stays the same: is each tariff good enough?
Some insurers offer English documents or service, many do not. The German terms apply in a claim, so ask us when a clause is unclear.
For singles the discount in euros is smallest. Compare the cover first and take the bundle only if it keeps up.
