Couple, 38 and 36, back after four years in Dubai

She was last publicly insured, he privately with a small dormant policy. Neither has a new job in Germany yet.

Her: public fund, catch-all obligationcontribution based on income, at least about EUR 270
Him: dormant policy reactivatedprevious tariff without health questions

Contents 90 square metresabout EUR 60 to 120 a year
Cardiscount cut by three claim-free years after four years away

Both are health insured from day one; the other policies together cost about EUR 10 to 25 a month.

Health insurance after returning: who is responsible

Anyone living in Germany must have health insurance. If you start a job after returning and earn less than EUR 77,400 a year, you are publicly insured through it. Without a job your last insurance decides: if you were last in public health insurance (GKV) you go back there, if you were last privately insured you must return to private health insurance (PKV).

If you were never insured in Germany, you generally join the public system, unless you would be exempt anyway, for example as self-employed or a civil servant. If you worked abroad for a German employer and left the public fund because of it, you can join voluntarily within three months of returning.

Dormant policy and private health insurance

If you agreed a dormant policy (Anwartschaft) before leaving, you reactivate it after returning to Germany without new health questions. Contact the insurer in good time; the deadlines are in your contract.

Without one, as someone last privately insured you need a new contract. The insurer must at least accept you in the basic tariff (Basistarif). For older returnees with health conditions this can be expensive.

Setting up liability, contents and car again

Personal liability insurance costs about EUR 40 to 120 a year for a single person and should start on the day you return. Contents insurance for 80 square metres costs about EUR 23 to 54 a year depending on the city.

For your car, the German no-claims discount from before you left counts. Under the model terms it is kept in full for a break of up to twelve months, then you lose one claim-free year for each further year, and after more than seven years it is gone. Whether insurers count claim-free years abroad is their decision, so ask.

Disability cover and pension after returning

If you kept your disability insurance while abroad, report your new address. Without one, returning to Germany is a good moment to take out a new policy while you are healthy.

Ask the German pension insurance (Deutsche Rentenversicherung) to confirm your insurance record and report your years abroad. Gaps caused by the stay abroad can partly be filled with voluntary contributions.

When you need nothing new

If you were away for one or two years and kept your German residence, liability, contents and health insurance often simply continued. Then just check whether the policies still fit your situation.

If you start a job straight away after returning to Germany, you do not have to arrange health insurance yourself; your employer's registration takes care of it.

Step by step

  1. Register your address and note the date.
  2. Settle health insurance for the same day: job, last public fund or dormant policy.
  3. Take out personal liability and contents cover from the day you move in.
  4. Show the car insurer your no-claims certificate from before you left.
  5. Report your years abroad to the German pension insurance.

Questions and answers

Frequently asked

Do I have to pay contributions retroactively?

For people last publicly insured, membership starts on the first day without other cover,

even if you register later.

Contributions from that day are then due.

So register at once.

Can I join public insurance if I was last privately insured?

Only through a job paying below the compulsory insurance threshold or through unemployment benefit.

Otherwise private health insurance stays responsible.

Does my foreign health insurance still count after returning?

For the German obligation to be insured it is usually not enough.

Check before cancelling a German contract.

Are claim-free years abroad recognised for my car?

Each insurer decides.

Bring a certificate from your foreign insurer in English.

Which insurance can wait after returning to Germany?

Top-ups, legal expenses and accident cover can wait until your situation is clear.
