Who pays when the fire brigade or police break down my door in Germany?
In short
Who pays when the fire brigade or police break down my door in Germany depends on why they came. If they came to help you, for example in a medical emergency, the state usually pays nothing. Uninvolved people get compensation, and so do suspects after acquittal, for search damage above EUR 25. Building insurance only pays if an insured event such as a fire lies behind it.
Statutory thresholds and typical costs for doors and locks in Germany.
Example
Typical range
Minimum loss for compensation after a search
more than EUR 25
Deadline to claim under the StrEG
6 months from the notice
New lock cylinder including fitting
about EUR 60 to 200
Replacing a flat door with frame
about EUR 800 to 2,500
Threshold and deadline from sections 7 and 10 StrEG, as of October 2026.
Costs for cylinder and door are guide values from our quoting practice and depend on door type,
security class and region.
Worked example
Fire brigade opens the flat of an older woman living alone
A neighbour hears calls for help and dials 112. The crew breaks the door, the resident has fallen.
Rescue from the emergency
no bill from the fire brigade
State compensation for the door
none, the entry protected her
Building insurance
does not pay, no insured event
New door with frame, guide value
about EUR 800 to 2,500
She bears the cost unless her contents policy has an add on for door opening by emergency services.
An emergency in your flat: the damage usually stays with you
If a neighbour calls 112 because you do not answer and may have fallen, the fire brigade breaks down your door for your own protection. German police laws exclude compensation in that case. In Bavaria, Art. 87(4) of the Police Tasks Act (PAG) says there is no claim where the measure also served to protect the person or property of the one harmed.
Rescue from danger to life is normally free of charge. The broken door is a separate item, though, and it lands with you or with your insurer if your policy has an add on for it.
If the emergency turns out to be a mistake because you were asleep or away, the picture is less clear and depends on the case. Apply to the authority whose crews opened the door and attach photos and the repair invoice.
Police break the door: searches and danger prevention
If police search your home in criminal proceedings against you and you are later acquitted or the case is dropped, the state pays under the Act on Compensation for Criminal Prosecution Measures (StrEG). Searches are named in section 2(2) no. 4. Financial loss is paid if it exceeds EUR 25.
Compensation is excluded if you caused the search intentionally or through gross negligence. Once a court has confirmed the duty to pay, you have six months to file the claim with the public prosecutor. The period starts when you receive the written notice, so keep it.
If police break a door to avert a danger that does not come from you, you count as an uninvolved party. State police laws then grant compensation, in Bavaria under Art. 87 PAG. It is secondary: if an insurer already pays, the claim is reduced.
What building insurance pays for a broken door
German building insurance only pays for the listed perils: fire, lightning, explosion, mains water, storm, hail and, if agreed, other natural hazards. That is how section A 1 of the GDV model conditions VGB 2022 sets it out. A door broken by the fire brigade or police without such an event is not included.
If there really is a fire and the crew breaks the door to fight it, the door damage is directly linked to the fire. Whether your policy treats it as part of the fire claim depends on the wording, so report it together with the fire damage.

Note

Danger did not come from you
police authority under state law

Contents insurance and rented flats
Under A 13.2.7 of the model conditions VHB 2022, contents insurance pays repair costs for building damage within the flat, but only after burglary, robbery or an attempt. A police or fire brigade entry is not a burglary. Some policies include an add on for it, so search your schedule of cover for door opening by emergency services.
If you rent, the door belongs to your landlord. Who pays the repair depends on whether you caused the call out through your own fault. Personal liability insurance (Privathaftpflicht) only steps in if you are legally liable, for example because a tap you left running forced the crew to break in.
When you do not need to worry
Always call 112 in an emergency, even if a door might get broken. A door is a small item compared with a life, and in a real fire the damage is covered by building insurance.
You do not need a separate policy just for broken doors. If you live alone or travel a lot, it is worth checking whether your contents policy mentions door opening by emergency services.
Step by step
Photograph the door and have it secured.
Note the authority and the incident number.
Clarify why the door was opened: emergency, search or danger to others.
In a fire, report the door with the fire claim to the building insurer.
Check your contents policy for door opening by emergency services.
After acquittal or dropped charges, file the StrEG claim within six months.
