Are puppies covered by dog liability insurance?

Only the offspring of your own insured bitch are covered free of charge in many tariffs, for 6, 12 or up to 18 months from birth depending on the tariff. A puppy you buy or adopt must be insured by you, ideally from the day you collect it. That usually costs EUR 40 to 80 a year for dog liability insurance (Hundehaftpflicht).

When puppies are covered automatically

The puppy clause is meant for keepers whose own bitch has a litter. The puppies are then protected from birth under the mother's policy, without you having to report or pay anything.

The conditions are almost always the same: the bitch is insured with this insurer, and you are the keeper of the puppies. The duration varies a lot, so it is worth reading the terms.

The bought puppy: the gap people overlook

If you collect a puppy from a breeder or an animal shelter, you become its keeper from the handover and are liable for any damage, even without fault. The breeder's puppy clause ends for you at that moment.

Your personal liability insurance (Privathaftpflicht) as a rule does not cover dogs in Germany. So take out dog liability insurance before collecting the puppy and let cover start on the handover day.

What the federal states require

Dog rules in Germany are set by each federal state, and some link the obligation to the dog's age. In Lower Saxony it applies to dogs older than six months, with at least EUR 500,000 for personal injury and EUR 250,000 for property damage. Other states set other limits or only require insurance for certain dogs.

That the obligation starts later does not mean a puppy cannot cause damage. A young dog that runs into the road causes the same accident as an adult one.

What puppies typically do

Chewed door frames, scratched parquet in a rented flat, jumping up at someone's clothes or a cyclist who has to swerve. Watch out for damage to rented property (Mietsachschäden): a scratched floor can quickly cost several thousand euros.

Damage to your own home or your own belongings is not paid by any liability insurance, not even for a puppy.

When you do not need anything extra for puppies

If your insured bitch has a litter and you rehome all puppies within the period, you do not need another policy. The buyers insure their puppy themselves from handover.

If you keep a puppy, register it as your own dog before the period ends. Many insurers give a discount for a second dog. If you breed regularly and for money, clarify whether the tariff still treats this as private.

  1. Clarify whether the puppy comes from the litter of your own insured bitch.
  2. If yes: read the duration of the puppy clause in the terms and note the end date.
  3. If no: take out dog liability insurance before collecting the puppy, starting on the handover day.
  4. Include damage to rented property and private dog sitters.
  5. Register any puppies you keep as your own dog before the period ends.
