Does a Segway need insurance in Germany?

In short

Yes. Does a Segway count as a motor vehicle in Germany? Under the small electric vehicles regulation (eKFV) it does, so you need motor liability insurance with an insurance sticker (Versicherungskennzeichen). Expect about EUR 15 to 60 a year, or EUR 40 to 90 with partial cover against theft. Your personal liability policy does not replace it.

Why a Segway needs a sticker plate in Germany

The eKFV treats self-balancing vehicles with a handlebar or holding bar as small electric vehicles (Elektrokleinstfahrzeuge) if their top speed is between 6 and 20 km/h. A self-balancing Segway may have up to 1,400 watts, provided at least 60 percent is used for balance.

As a motor vehicle, the Segway falls under the Compulsory Insurance Act (Pflichtversicherungsgesetz). Section 6 of that act forbids using a vehicle without the required liability cover. The proof is a small sticker on the back of the device.

DeviceLegal statusInsurance

What Segway insurance costs

Insurers usually rate a Segway the same as an e-scooter. Age makes the biggest difference: riders under 23 often pay twice as much.

The sticker year starts on 1 March. If you buy cover in autumn you usually pay only the remaining months, but you need the new sticker in the next colour in March.

Theft cover for an expensive Segway

A new Segway can easily cost several thousand euros. Liability only pays for damage you cause to others. Theft, fire or storm damage to your own device needs partial cover (Teilkasko).

Few insurers offer fully comprehensive cover (Vollkasko) for crash damage to a Segway. For an old device with little resale value, plain liability is enough.

Why personal liability does not cover a Segway

German personal liability policies (Privathaftpflicht) exclude motor vehicles that require compulsory insurance. If you ride a Segway without a sticker and injure someone, you end up paying yourself.

Toys that are not allowed in traffic at all are a different case. Whether a hoverboard in your garden is covered by personal liability depends on your policy wording.

When you do not need Segway insurance

If you only ride the Segway on your own land that others cannot enter, the law does not require a sticker. This does not apply to areas anyone can walk onto, such as an open company car park.

On a guided Segway tour, the organiser provides an insured device. Still ask whether damage to the rented Segway is charged to you.

Step by step

  1. Check the data sheet for a German type approval as a small electric vehicle.
  2. Note the device value and decide whether you need theft cover.
  3. List the age of every rider, as cover for under 23s costs more.
  4. Buy the policy and stick the plate clearly visible on the back.
  5. Fit the new sticker every year on 1 March.

Checklist

  • Type approval and manufacturer plate on the Segway
  • Valid insurance sticker for the current year
  • Partial cover if the Segway is worth more than a few hundred euros
  • All riders correctly stated in the policy
  • Lights, brakes and bell working

Common mistakes

  • Assuming personal liability insurance covers the Segway
  • Forgetting the new sticker in March and riding uninsured
  • Thinking a hoverboard without a bar is road legal
  • Leaving younger riders off the policy to save money
