Does trip cancellation insurance pay if there is a travel warning?
In short
As a rule, no. Trip cancellation insurance (Reiserücktrittsversicherung) does not pay if there is a travel warning, because it only covers personal reasons such as a serious illness. For a package holiday you usually do not need it: a travel warning from the German Foreign Office is strong evidence of extraordinary circumstances, so you can cancel without a fee and get your money back within 14 days.
Statutory rules and published guide values for package holiday cancellation fees in Germany.
Example
Typical range
Cancelling a package holiday with a travel warning for the destination
usually EUR 0 fee, refund within 14 days at the latest
Cancelling without extraordinary circumstances, up to 30 days before departure
often around 30 percent of the price
Cancelling without extraordinary circumstances, shortly before departure
rising in stages to 70 to 80, sometimes 90 percent
Premium policy with terror attack as a cancellation reason
only for an attack within 100 kilometres of the accommodation
Cancellation scales are set in the tour operator's terms and must be reasonable;
the percentages are guide values from published examples and case law, checked October 2026.
Whether extraordinary circumstances exist depends on the individual case.
The amounts in the worked example are guide values from our quoting practice.
Worked example
Family, package holiday for EUR 3,200 and a separately booked holiday home, travel warning 12 days before departure
The Foreign Office issues a travel warning for the destination country. The family booked a package holiday and, for the second week, a holiday home for EUR 1,100 directly with the owner, without free cancellation. They have trip cancellation insurance.
Package holiday, cancelled due to extraordinary circumstances
EUR 0 cost, EUR 3,200 refunded
Holiday home, contract without free cancellation
up to EUR 1,100 at risk
Payout from trip cancellation insurance
EUR 0
Same cancellation 40 days earlier, out of worry, no warning
about EUR 960 fee at 30 percent
The package holiday costs nothing with the travel warning. The holiday home remains open, and the insurance does not help there. Whether the owner may keep the full amount despite the warning depends on the contract and the situation. Worked example with guide values.
Why cancellation insurance does not pay for a travel warning
Trip cancellation insurance reimburses cancellation fees when you personally cannot travel: an unexpected serious illness, an accident, the death of a close relative, losing your job. A travel warning affects everyone heading to a country at the same time. That mass risk is not among the insured reasons, and war and civil unrest are expressly excluded.
Some premium policies list a terror attack or a natural disaster as a reason, for example within 100 kilometres of your booked accommodation. What is covered then is the event on the ground, not the travel warning. Read that clause carefully, it usually has tight deadlines and limits.
Travel warning, partial warning and safety advice
The German Foreign Office (Auswärtiges Amt) issues a travel warning (Reisewarnung) only when every traveller faces a concrete danger to life and limb. It is the highest level and replaces the safety advice. A partial travel warning (Teilreisewarnung) covers only certain regions of a country. Safety advice (Sicherheitshinweis) describes risks and may advise against travel, but it is not a travel warning.
This difference decides your cancellation. Where there is a travel warning for your destination, German courts have so far regularly accepted extraordinary circumstances. With only safety advice, or a partial warning for a distant region, you have to show the danger at your destination yourself. A travel warning is not a ban on leaving Germany.

Package holiday: free cancellation without insurance
Under section 651h (3) of the German Civil Code (BGB), the tour operator may not charge a fee if unavoidable, extraordinary circumstances occur at or near the destination that significantly affect the trip. The travel warning is not in the law, but it is the strongest evidence of such circumstances. The operator must refund the price no later than 14 days after you cancel.
What counts is the situation when you cancel, not your worries weeks earlier. If you cancel early because a warning might come, you pay the normal cancellation scale. If the travel warning already existed when you booked, free cancellation becomes hard, because the circumstances were then not unexpected for you.
Separate bookings and credit cards
If you booked flight, hotel or holiday home separately, section 651h BGB does not apply. If the airline cancels the flight because of the travel warning, you get the fare back. If it flies, its fare rules apply. For the hotel your contract decides, and a free cancellation rate is the cheaper protection for uncertain destinations.
Travel cover that comes with a credit card is ordinary trip cancellation insurance with the same exclusions. It does not pay for a travel warning either, even on a card marketed as premium.
Travel warning while you are already there
If the warning is issued while you are in the country, trip interruption cover usually does not pay for the journey home either, as the warning is not an insured reason there. On a package holiday, contact the tour operator, who must assist you if you are in difficulty.
Your health cover matters more then. Some travel health policies do not pay if a travel warning or partial warning existed when you entered the country, others exclude only war and unrest. If you travel despite a warning, clarify this with the insurer in writing beforehand.
Step by step
Check on the Foreign Office website whether there is a travel warning, a partial warning or only safety advice, and whether your destination is affected.
Do not cancel too early as long as there is no warning for your destination.
For a package holiday, declare cancellation under section 651h (3) BGB in writing to the operator and cite the travel warning.
For separate bookings, wait to see whether the airline or accommodation cancels, then claim the refund.
Only notify the cancellation insurer if there is also a personal reason, such as an illness.
