What insurance does a hot air balloon need in Germany?
In short
In Germany a hot air balloon counts as an aircraft, so it does need owner liability insurance under section 43 of the Aviation Act. Below 1,000 kg take-off mass, EU law requires at least 1.5 million special drawing rights, about EUR 1.8 million. What insurance comes on top: passenger liability once guests fly with you, from about EUR 703 a year, and optional hull cover from about EUR 690.

Example
Typical range
Passenger liability, 950 kg balloon, 1 pilot and 3 guests, EUR 3 million
from about EUR 703 a year including insurance tax
Hull, balloon value EUR 30,000, EUR 750 deductible
from about EUR 690 a year including insurance tax
Hull, balloon value EUR 30,000, another intermediary
about EUR 663 a year plus insurance tax
Combined liability (CSL) for commercial flights, EUR 4 million
about EUR 1,115 a year plus insurance tax
Prices from published tariff pages dated 2025, checked in October 2026.
Euro values of SDR are calculated at about EUR 1.20.
The total in the worked example is a guide value from quoting practice;
your premium depends on balloon size, seats, use and sum insured.
Worked example
Private four person balloon, 950 kg, worth EUR 30,000
How the cover adds up if the owner takes friends along and the envelope is valuable.
Passenger liability for 3 guests including third parties, EUR 3 million
from about EUR 703
Hull EUR 30,000, EUR 750 deductible
from about EUR 690
Together from about EUR 1,400 a year. Without guests and hull cover only owner liability remains, which costs much less.
Owner liability is mandatory for every balloon
The German Aviation Act (Luftverkehrsgesetz) expressly lists free and tethered balloons as aircraft. If you keep a hot air balloon, section 43 requires liability insurance. It pays when the balloon injures people on the ground on landing, damages fences, cars or crops or hits a power line.
The minimum is set by EU Regulation 785/2004 according to maximum take-off mass. Amounts are in special drawing rights (SDR), an IMF unit of account; at the end of September 2026 one SDR was worth about EUR 1.20. A four person balloon of around 950 kg falls into the class below 1,000 kg.

Passengers in the basket need separate cover
Owner liability only covers damage outside the basket. If a guest is hurt in a hard landing, you need passenger liability (Passagierhaftpflicht). The EU regulation requires 250,000 SDR per passenger; for non-commercial flights with aircraft up to 2,700 kg member states may require less, but at least 100,000 SDR.
If you carry passengers for payment, section 103 of the German aviation licensing regulation (LuftVZO) requires at least 250,000 units of account per person. Many owners choose a combined single limit (CSL) policy covering third parties and guests together.
Hull cover for envelope, basket and burner
Aviation hull insurance (Luftfahrtkasko) pays for damage to your balloon: accidents in flight, fire, hail, theft, vandalism and damage during loading or ground transport. For a total loss it pays the current value up to the sum insured, minus the deductible.
Usually excluded are intent, flights without the required permits, overloading and pilots not named in the pilot clause. If someone flies into bad weather with gross negligence, the insurer may cut the payment; an extra premium can often cover gross negligence.
Why the legal minimum for a balloon is tight
Without fault, the keeper is only liable up to the caps of the Aviation Act, for personal injury EUR 600,000 per person. If you are found at fault, for example landing despite forecast gusts, you and the pilot are liable under general civil law without a cap.
Crop damage after landing in a rapeseed field is cheap to settle. It gets expensive when a guest or a helper on the ground is badly injured, which is why balloon policies are usually offered well above the minimum, for example EUR 3 or 4 million.
When your balloon needs less cover
If you only fly alone or with your own crew and no guests, you do not need passenger liability. For an older envelope with a low value, hull cover hardly pays off once premium and deductible eat up much of its value.
A tethered balloon held by a cable is outside the EU regulation. It is still an aircraft under the German Aviation Act, so owner liability applies.
Step by step
Find the maximum take-off mass in the balloon documents; it sets the minimum sum.
Decide whether guests fly with you and whether they pay.
Choose a sum above the legal minimum.
Have every pilot named in the pilot clause.
Have quotes compared; Norman Nammert acts as an insurance broker (Versicherungsmakler), the commission is paid by the insurer.
Checklist
Owner liability at least at the EU level for your weight class
All passenger seats insured
Ground crew considered in the policy
Hull sum based on replacement value of the whole system
Proof of insurance on board on every flight
Common mistakes
Relying on owner liability alone although guests fly with you
Forgetting to add new pilots to the pilot clause
Insuring only the envelope and not basket and burner
Declaring occasional paid flights as private

How high must liability be for a balloon below 1,000 kg?
At least 1.5 million special drawing rights, about EUR 1.8 million per accident.
Do I need passenger liability if friends fly for free?
Owner liability does not pay for injured guests in the basket.
The EU regulation also sets a minimum per passenger for non-commercial flights,
which states may lower to 100,000 SDR.
Do I need my own insurance for a balloon ride as a guest?
No, the operator must cover you through its passenger liability.
Does a tethered balloon need insurance?
It is outside the EU regulation but an aircraft under the German Aviation Act,
