How many vehicles do you need before fleet insurance pays off in Germany?
In short
There is no legal minimum. How many vehicles you need depends on the insurer: some German fleet tariffs start at two vehicles, small fleet models at about three, and one large insurer's classic fleet contract at fifteen. Fleet insurance pays off early before you add cars with no German no-claims history, because a single policy would start them in class SF 0 at around EUR 1,150 a year.

Example
Typical range
Car, single policy, class SF 0 (no history)
about EUR 1,150 a year
Same car in class SF 3
about EUR 275 a year
Same car in class SF 10
about EUR 150 a year
Average motor liability in Germany, 2026
about EUR 200 to 400 a year

There are no reliable public benchmarks for fleet premiums,
they depend on the claims record of each fleet.
The worked example is a guide value from quoting practice; we obtain the exact quote.
Worked example
Start-up in Munich leases its fourth company car
Three cars already run under German policies; the new car would start with no German history. Liability only, on a base premium of EUR 500.
New car, single policy, SF 0
about EUR 1,150
Same car with special placement SF 3 in a fleet tariff
about EUR 275
Difference on the new car alone
about EUR 875 in year one
Existing cars
price both ways and compare
A fleet tariff can cut the cost of the new car sharply from the fourth vehicle on. Whether the whole fleet is cheaper only shows when all vehicles are compared. Calculated with guide values.
What thresholds German insurers use
German law sets no minimum fleet size. Each insurer draws its own lines, and they vary widely. One published fleet tariff (Fuhrparktarif) requires only two insured motor vehicles, a widely used small fleet model starts at three towing vehicles. In that model the classic fleet contract begins at fifteen vehicles.
Insurers usually count only towing vehicles: cars, vans, trucks and tractors. Trailers are covered in the same contract but often do not count toward the threshold. Check how many of your vehicles a given tariff actually counts.
Level
Typical size
How it is priced
Fleet tariff for very small firms
from 2 vehicles
individual rating with special no-claims placements
Small fleet
3 to 14 vehicles in one published model
unit premiums or no-claims classes with a minimum class
Mid-size fleet
15 to 49 vehicles
loss ratio of the whole fleet
Large fleet
from 50 vehicles
price per vehicle, individually calculated
Why fleet insurance helps international companies
Private motor insurance in Germany is priced through no-claims classes (Schadenfreiheitsklassen) that each policyholder builds up year by year. A company new to Germany, or a car added without history, starts at the bottom. On a sample base premium of EUR 500, class SF 0 costs about EUR 1,150 a year for liability alone, class SF 10 about EUR 150.
Many small fleet tariffs soften that. Some place new vehicles in a fixed minimum class or at the level of another car in the fleet. Larger fleets drop individual classes altogether and price on the loss ratio, the ratio of claims paid to premium.
When single policies stay cheaper
If you run two or three cars that have been claim free for years and sit in high no-claims classes, a fleet can cost more than the single policies combined. A fleet with many small claims is also risky, because the claims of all vehicles then drive the next premium.
Think about leaving, too. Some fleet tariffs allow the insurer to cancel all vehicles once one is cancelled, and special placements disappear when vehicles move back to single policies. Ask what happens if your fleet shrinks before you sign.
How to compare a fleet with single policies
Compare like with like: same type of comprehensive cover (Teilkasko or Vollkasko), same deductible, same liability limit. List the premiums of all current policies and add the vehicles you plan to buy in the next two years.
For a fleet quote German insurers ask for a claims report from your previous insurers covering recent years. Request it early; without it nobody can price your fleet properly.
Step by step
Count your towing vehicles and list trailers separately.
Collect no-claims classes and premiums of all current policies.
Request claims reports for the last three to five years.
Add vehicles planned for the next two years.
Compare fleet quotes and single policies with identical cover.
Clarify exit and downsizing rules before signing.
Checklist
Tariff minimum matches your number of towing vehicles
Placement of new vehicles agreed in writing
Automatic cover for newly registered vehicles until reported
Rules for shrinking the fleet known
Same cover and deductible in every quote
Claims reports from previous insurers available
Common mistakes
Treating one insurer's threshold as a general rule
Counting trailers although the tariff only counts towing vehicles

Questions and answers
Frequently asked
Can I get fleet insurance in Germany with two vehicles?
With some insurers, yes, as a fleet tariff for businesses whose vehicles are mainly used
commercially.
Other small fleet models start at three.
Does my no-claims record from abroad count?
Some German insurers credit it partly, many not at all.
In a fleet tariff this matters less,
because fleet rules or the loss ratio replace individual classes.
Do trailers count toward the fleet size?
Usually not.
Many tariffs count towing vehicles only; trailers,
forklifts and swap bodies are covered but do not help reach the threshold.
Do all company vehicles have to join the fleet?
Often yes, one published fleet tariff requires it explicitly.
Insurers want the whole fleet, not just the expensive vehicles.
What if my fleet falls below the minimum?
The insurer may move the remaining vehicles to single policies.
Special placements then fall away and the actual claims record counts.
When can I switch to a fleet?
Usually at the renewal date of the single policies, often 1 January in German motor insurance.
Prepare a few months ahead because claims reports take time.
