In short
Yes. Anyone who flies a drone outdoors in Germany must, as its keeper, have liability insurance, no matter how small the drone is and whether you fly for fun or for work. This is set out in the Air Traffic Act (Luftverkehrsgesetz). You do not necessarily need a separate drone policy: personal liability insurance is often enough if it expressly includes drones and covers your drone's weight. Fines go up to EUR 50,000.

The obligation is met from EUR 20 one-off plus at most about EUR 50 a year if personal liability insurance is not enough.
Under German law drones are aircraft. Under § 43 (2) of the Air Traffic Act the keeper of an aircraft must hold liability insurance. There is no exception for light drones or toys. Only the federal government and the federal states are exempt as keepers.
The reason is strict liability (Gefährdungshaftung): as the keeper you are liable for damage your drone causes even if you did nothing wrong. If a gust of wind pushes the drone onto a car or the battery fails, you still pay. This is exactly the risk the insurance has to cover.
The minimum amount follows from § 102 of the Aircraft Licensing Regulation (Luftverkehrs-Zulassungs-Ordnung), which refers to § 37 (1) of the Air Traffic Act. For aircraft under 500 kilograms this is 750,000 units of account. One unit of account is a Special Drawing Right of the International Monetary Fund; its euro value moves with the exchange rate and is around EUR 0.9 million.
The European Regulation (EC) 785/2004 on aviation insurance does not apply to model aircraft under 20 kilograms flown for leisure. Authorities sometimes apply it to commercial operations. Usual drone tariffs offer EUR 1 to 20 million anyway; for private flying EUR 10 million is a good level.

When flying you must carry a confirmation from your insurer. It has to show that a valid policy exists, with which cover and for which period. The authorities can ask for it on the spot. A file on your phone is often accepted, a printout is safer.
Separately, the EU drone regulation requires you to register as an operator with the Federal Aviation Office (Luftfahrt-Bundesamt) as soon as the drone weighs more than 249 grams or carries a camera or another sensor that can capture personal data. This costs EUR 20 for private persons and EUR 50 for companies. Stick the number you receive, the e-ID, visibly on each of your drones. From 250 grams you also need a proof of competence, often called the small drone licence.
Often yes, but not automatically. Many newer personal liability tariffs (Privathaftpflicht) include drones up to a set weight; common limits range from 250 grams to 5 kilograms. Good personal liability tariffs cover drones up to 2.5 kilograms, separate drone policies go up to 5 kilograms and more.
Check three points: are drones expressly named in the terms, does the tariff cover strict liability as the keeper and not only damage caused through fault, and does the cover apply where you fly, including abroad? Older policies often exclude aircraft entirely. If you earn money with your drone, you always need a separate commercial policy.
If you only fly indoors, for example a small indoor drone in your living room, the widely held view is that you are not in airspace and the obligation does not apply. Damage inside your own home is not paid by any liability policy anyway.
You also do not need an extra drone policy if your personal liability insurance already fully covers the drone. Being insured twice does not give you double protection. Hull cover for damage to your own drone is voluntary and only worth it for expensive drones.
Liability insurance only pays for damage to third parties, never for your own drone. If you fly in no-fly zones, without the required proof of competence or deliberately against the rules, the insurer may limit cover or reclaim money from you.
Privacy violations, such as filming over other people's property, are also often excluded. Follow the rules of the German Air Traffic Regulations (Luftverkehrs-Ordnung), otherwise part of the risk stays with you.
