What insurance do you need for a dog in Germany?

In short

For a dog in Germany you need above all dog liability insurance (Hundehaftpflicht). It is compulsory in seven federal states and costs about EUR 50 to 70 a year. Whether you need more depends on your savings: surgery cover for about EUR 4 to 12 a month pays the big vet bill, full health cover for about EUR 11 to 35 a month the many small ones as well.

Worked example

Young Labrador in Hanover

A couple insures their one year old Labrador. Savings set aside for the dog: EUR 1,000.

Dog liability without excessabout EUR 60 a year, compulsory in Lower Saxony
Surgery cover for a large dogabout EUR 10 a month, around EUR 120 a year
Togetherabout EUR 180 a year
With full cover instead of surgery coverabout EUR 300 to 480 a year together

The savings handle small bills, the surgery cover the cruciate ligament operation. Full cover only makes sense once they also want allergies or joint treatment without surgery insured.

The order: liability first, then health

As a dog keeper in Germany you are liable for damage your dog causes even if you did nothing wrong, under section 833 BGB. If your dog runs into the road and a driver is injured swerving, the bill can easily reach six figures. That is why dog liability insurance comes first, for every dog and in every federal state.

Insurance for the dog's health only protects your own money. It makes sense if a vet bill of a few thousand euros would put you in difficulty, but it is not a must.

Dog liability insurance: what to look for

Go for at least EUR 10 million cover, damage to rented property if you travel to holiday flats with the dog, and cover for friends who walk the dog (Fremdhüter). A basic tariff from about EUR 35 with an excess is fine for many dogs; listed breeds (Listenhunde) often cost several times as much.

Surgery cover or full cover for your dog

Surgery cover only pays when your dog is operated on, but then including anaesthesia and aftercare. A foreign body in the gut costs about EUR 1,500 to 3,500, a cruciate ligament tear about EUR 2,500 to 4,500. For a healthy young dog with some savings for small bills, this is often enough.

Full cover also pays for examinations, X-rays, blood tests and medicines without surgery. It costs roughly two to three times as much and pays off mainly for breeds prone to skin, joint or ear problems. If you keep EUR 3,000 to 4,000 set aside for the dog, you can skip both.

When to insure a dog in Germany

Dog liability insurance must run from the day the dog moves in, puppies included. Take out health or surgery cover in the first months: there are no previous illnesses to exclude yet, and the waiting period (Wartezeit) is over before typical problems start. Many tariffs accept dogs from eight weeks.

Step by step

  1. Take out dog liability insurance from the day the dog arrives, with at least EUR 10 million cover.
  2. Check whether your federal state requires it and keep proof ready.
  3. Decide honestly which vet bill you could pay yourself.
  4. Then choose between surgery cover, full cover or savings.
  5. Insure health young, before anything is in the vet records.

Checklist

  • Dog liability running from day one
  • Cover at least EUR 10 million, dog sitters included
  • Decision on surgery or full cover made
  • Reimbursement up to three or four times the German vet fee scale (GOT)
  • No double cover with surgery and full cover from two insurers

Common mistakes

  • Assuming personal liability insurance covers the dog
  • Buying health cover first and forgetting liability
  • Taking out health cover only once the dog is limping
  • Paying for full cover although savings easily handle small bills
