The quantities given here are recommendations for coastal waters, not a legal requirement. What is actually prescribed depends on the waters you sail and on the flag state; Croatia, Italy and Spain each have their own equipment lists, and those lists are checked on site. Automatic lifejackets also need their firing heads serviced at regular intervals.

The most important gap lies elsewhere: third-party liability pays only if somebody is liable. If someone on board is injured through a handling error and nobody else is at fault, nobody is liable, and so no liability cover pays either. That is precisely where personal accident cover for those on board comes in.

It applies to all authorised persons on board, from the moment they step on board until they leave the boat, and it covers disability and death regardless of who was at fault. On a jet ski, the helmet bonus also rewards wearing one. Claims between crew members are covered from Basis-Plus upwards.
