Croatia extends 21 ACI marina concessions to 2058

The Croatian government has extended the concessions for 21 of the 22 ACI marinas by 28 years, to 2058. Most of the network stays with the same operator, and the concession fee paid to the state goes up.

At its session on 1 October 2026 the Croatian government extended the concessions held by the state owned company ACI d.d. for 21 nautical tourism ports, from Umag, Rovinj and Pula in the north through Žut, Skradin, Trogir and Split to Korčula and Dubrovnik. The existing concessions were due to expire in 2030. ACI had asked for an extension of 28 years, to the end of 2058, and the Ministry of the Sea cites Article 22 of Croatia's law on maritime domain and seaports as the legal basis.

According to the ministry, ACI runs 22 marinas between Umag and Dubrovnik with about 6,000 berths in total; the decision covers 21 of them. The concession fee rises at the same time: the fixed part goes to 1.50 euros per square metre, increasing by 0.07 euros every five years, and the variable part to 4 percent of annual revenue. Total public revenue from the concessions is estimated at about 700 million euros, of which 76.23 percent goes to the state budget, 10.19 percent to the counties and 13.58 percent to towns and municipalities.

ACI plans investments of about 140 million euros across all its ports, and minister Oleg Butković, as reported by Morski.hr, put the number of jobs kept by the decision at 380. The two sources give conflicting figures for the area of the ports, so it is left out here. Neither says anything about berth prices.

For crews on the Adriatic the practical effect is continuity: the ACI marinas stay with one operator until 2058 instead of being put out again around 2030. Holders of an annual berth do not need to do anything now. Whether the higher concession fee feeds into berth prices will only show in the next price lists.

What this means for owners

A concession decision changes nothing in an insurance contract, but a permanent berth abroad is a good moment to check the paperwork. The question to put to your own insurer is whether the cruising area named in your contract includes the Croatian coast and the Mediterranean, and whether the berth is recorded the way the boat is actually kept. This concerns mainly sailing yachts, motor yachts and catamarans kept on the Adriatic all year, and charter crews whose trip starts in one of the ACI marinas.
