Is there cancel for any reason travel insurance in Germany?
In short
Is there cancel for any reason travel insurance in Germany? Practically not. Trip cancellation insurance (Reiserücktrittsversicherung) only pays for covered reasons such as serious illness, an accident, a death in the family or job loss; fear or a change of mind are excluded. Spain has such add-ons, refunding only 60 to 75 percent. You stay flexible rather with bookings you can cancel for free.

Worked example
Package holiday for EUR 2,000, cancelled on a whim
You cancel four weeks before departure because the holiday no longer suits you. You have standard trip cancellation insurance.
Operator's cancellation fee four weeks before
about 25 to 40 percent, so EUR 500 to 800
Payment from trip cancellation insurance
EUR 0, no covered reason
With an any reason add-on as in Spain, 70 percent refund
EUR 350 to 560 back
Hotel with free cancellation booked separately
EUR 0 cancellation cost
Without a covered reason you pay the cancellation fee yourself. Only flexible bookings or cancelling early keep the cost down.
What trip cancellation insurance pays and what not
German trip cancellation insurance reimburses cancellation fees only if a reason from the list in the conditions applies. Typical reasons are unexpected serious illness, an accident, the death of a relative, pregnancy complications, unexpected job loss, a resit exam or major damage to your property.
Cancelling out of fear or because you no longer feel like going is expressly not covered, nor is war, a travel warning or anything known when you bought the policy. Common German tariff overviews show no cancel for any reason cover. More extensive tariffs only list more reasons, such as short time work (Kurzarbeit) or a breakdown of your own car on the way.

You can always cancel, it just costs
You may withdraw from a package holiday at any time before departure without giving a reason. That is set out in section 651h of the German Civil Code (BGB). The tour operator loses the price but may demand reasonable compensation, usually as a cancellation fee that rises as departure approaches. On request he must justify the amount.
He may not charge anything if unavoidable and extraordinary circumstances at the destination significantly affect the trip, such as a natural disaster. Then you get your money back without any insurance.
What exists abroad
In Spain insurers sell an add-on for cancelling for any reason. It refunds only part, usually 60 to 75 percent, and must be bought shortly after booking.
That shows the price of freedom: even where the add-on exists, a quarter to over a third of the cancellation costs stays with you. If you want maximum flexibility, build it into the booking rather than the insurance.
Staying flexible without insurance
Hotels and holiday flats often offer rates with free cancellation until shortly before arrival. They usually cost a little more but protect you in exactly the cases no insurance covers. For flights and trains, rebooking and refunds depend on the fare class you buy.
For a package holiday, read the operator's cancellation scale before booking. The earlier you cancel, the less you pay, because the fees depend on the time left until departure.
When you do not need trip cancellation insurance
For cheap trips you can cancel free of charge, trip cancellation insurance is unnecessary. If you can easily absorb the cancellation fee, you can also do without it.
It makes sense for expensive package holidays, cruises and family trips when illness is a realistic risk. It does not help against simply changing your mind.
Step by step
Read the operator's cancellation scale before booking.
Choose rates with free cancellation where possible.
Take out trip cancellation insurance for expensive trips with a real illness risk.
Check a more extensive tariff if reasons like exams or car breakdown matter to you.
If you cancel, do it early, because the fee rises over time.
