What insurance do trainee civil servants and legal trainees need in Germany?
In short
What insurance trainee civil servants and legal trainees need in Germany depends first on their status. As civil servants on revocation you need health insurance to top up Beihilfe, about EUR 70 to 160 a month in a trainee tariff. Next comes cover for unfitness for service, because a pension only exists after five years. Duty liability starts at about EUR 19 a year as an add-on.
Guide values from publicly quoted tariff examples, 2025 and 2026.

Check your status first: civil servant on revocation or training relationship
Under section 4 of the Civil Servants Status Act, the civil service relationship on revocation (Beamter auf Widerruf) serves to complete a preparatory service. This applies, for example, to trainee teachers and trainees in the police, tax administration or justice. You receive Beihilfe and need private health insurance for the rest.
Legal trainees are not civil servants everywhere. Mecklenburg-Western Pomerania, Hesse and Thuringia appoint them as civil servants on revocation again, other states use a public law training relationship. Bavaria, for example, applies the rules for civil servants on revocation accordingly and pays a basic maintenance grant of EUR 1,652.08 a month. Ask your Higher Regional Court which health insurance applies to legal trainees in a training relationship.
Health insurance and the opening campaign
Trainee tariffs for civil servants are much cheaper than the later Beihilfe tariff. Make sure you can switch to the normal tariff without new health questions once you are appointed on probation.
If you have pre-existing conditions, use the opening campaign (Öffnungsaktion): many private insurers accept civil servants within six months of their first appointment without refusal, with a loading capped at 30 percent. This also applies to civil servants on revocation. Miss the deadline and you face the normal health check.
Unfitness for service: the real danger for trainees
Under section 4 of the Civil Servants Pension Act a pension is paid only after five years of service, except after a service accident. If trainee civil servants and legal trainees fall ill, dismissal usually follows, with retroactive insurance in the statutory pension scheme. There, only a reduced earning capacity pension remains if you can barely work.
Cover is cheapest now. Choose a disability policy with a genuine unfitness for service clause that expressly applies to civil servants on revocation and on probation. Many insurers cap the pension for trainees at about EUR 1,000 to 1,500 a month. An option to increase cover later without new health questions is essential.
Liability during preparatory service
During preparatory service you are also liable under section 48 of the Civil Servants Status Act for gross negligence if your employer has to pay for a loss. Typical cases are a lost school key, damaged equipment or an accident on a school trip.
Duty liability is cheap as an add-on to private liability. Also check whether you are still covered by your parents' private liability policy. Whether that still applies during traineeship depends on the policy terms; look for the rule on adult children in training.

What you do not need yet
Retirement savings with high contributions can wait until you are appointed on probation, because income during preparatory service is low. Legal expenses cover also pays off more later, once disputes about promotion or transfer become possible.
If you work self-employed alongside your traineeship, for example as a private tutor, you need separate cover for that. There are separate pages by type of business.
