What insurance do civil servants in public administration need in Germany?
In short

What your employer already covers in public administration
Civil servants (Beamte) in German public administration get no employer share of health insurance. Instead the state allowance (Beihilfe) reimburses a fixed share of medical bills. For federal civil servants this is 50 percent while active and 70 percent with two or more children or in retirement. You insure the rest privately.
Accidents on duty and on the direct route to your office count as service accidents (Dienstunfall) under section 31 of the Civil Servants Pension Act (Beamtenversorgungsgesetz). Service accident care pays for them. That is why civil servants are exempt from statutory accident insurance under section 4 SGB VII. Neither covers accidents in your free time.
Liability in administration: when it gets expensive
If you harm a citizen on duty, Article 34 of the Basic Law (Grundgesetz) makes the state liable first. For gross negligence it claims the money back from you. For damage to your employer itself, section 75 of the Federal Civil Servants Act applies to federal staff and section 48 of the Civil Servants Status Act to state and municipal staff.
In administration the typical losses are not broken things but lost master keys and pure financial loss, such as a missed deadline for funding or a faulty official decision. Basic duty liability tariffs often cover financial loss with only a few thousand euros. If you handle budgets, procurement or cash, raise that limit.
Unfitness for service in the first years
Under section 4 of the Civil Servants Pension Act, a pension is only paid after five years of service. A civil servant on probation in administration who falls ill is usually dismissed and retroactively insured in the statutory pension scheme. What remains is often only a small reduced earning capacity pension.
A disability policy with a genuine unfitness for service clause (Dienstunfähigkeitsklausel) closes this gap. It pays as soon as your employer dismisses or retires you because you are unfit for service. For tenured civil servants with many years of service it matters less, because the pension is higher by then.
Legal expenses cover for disputes with your employer
Disputes about promotion, transfer, Beihilfe or pension go to the administrative court. Under the German insurers association model terms (ARB 2012), employment legal cover also includes public law service relationships for claims under service and pension law.
Disciplinary proceedings need a separate module, disciplinary and professional legal cover. Under the model terms it has no waiting period, while employment legal cover usually has three months. If a dispute is already on the horizon, it is too late to take out cover.
Order of priority for civil servants in administration
The table ranks by urgency. Health insurance is effectively compulsory, the rest depends on years of service and your tasks.

What civil servants in administration rarely need
Accident insurance only for duty duplicates service accident care. It makes sense only for your free time. A separate financial loss liability policy is only needed if you decide on larger sums in public administration; otherwise the add-on is enough.
Self-employed people have separate pages by type of business. This page is only for civil servants and public sector employees in administration.

Before that only if the unfitness results from a service accident.
