What insurance does a horse owner need in Germany?
In short
A horse owner in Germany needs above all horse liability insurance (Pferdehaftpflicht): you are liable even without fault, and personal liability insurance does not cover horses. For a leisure horse it costs about EUR 39 to 65 a year. Next comes surgery cover for about EUR 200 to 2,000 a year, because colic surgery can cost EUR 6,000 to 10,000.

Horse liability with sharer and field damage
about EUR 60 a year
Surgery cover, colic unlimited
about EUR 700 a year
Horse life insurance

The insurance a horse owner needs at a glance
A horse owner carries three risks: damage the horse causes to others, vet bills, and the value of the horse itself. Only the first can ruin you financially, so horse liability insurance comes first.
The other policies protect your own money. Whether you need them depends on whether you could pay for colic surgery from savings and how much your horse is worth.

Horse liability: why every horse owner needs it
German law treats a horse as a luxury animal (Luxustier), so under section 833 BGB you are liable even if you did everything right. If your horse breaks out of the paddock and causes a crash on a country road, personal injury claims can run into millions.
Look for EUR 10 to 15 million cover, damage to fields, other riders and horse sharers, and damage to the rented stable or box. An excess of EUR 150 to 250 lowers the premium by about 15 to 30 percent.
Surgery cover: the limit per operation counts
Colic is the most common big bill for a horse owner. The operation itself costs about EUR 3,000 to 6,000, with clinic stay and aftercare EUR 6,000 to 10,000. A cheap tariff that pays at most EUR 1,500 per operation barely helps.
So compare the limit per operation, the excess of usually EUR 250 to 1,000, and the waiting period, which for colic is often only a few days, not just the premium.
Horse life insurance and when to skip it
Horse life insurance pays an agreed sum if the horse dies or has to be put down on veterinary advice. For a leisure horse with a modest price it rarely pays off. For a show or breeding horse worth EUR 10,000 or more it can fund a replacement, from about EUR 170 a year.
Never skip horse liability. You can skip surgery cover if you can keep EUR 10,000 set aside for the horse, and life cover if your horse's value is mainly sentimental.
Step by step
Take out horse liability from the day you buy, including sharers and field damage.
Decide which vet bill you could pay yourself.
Compare surgery tariffs by limit per operation, excess and waiting period.
Consider horse life insurance only for a high purchase price or breeding value.
State competition or teaching use in the application.
