Which insurance do police officers in Germany need?

In short

Which insurance police officers in Germany need: first service incapacity insurance that expressly includes police service incapacity (Polizeidienstunfähigkeit), then official liability cover for about 33 euros a year. Officers with free medical care (Heilfürsorge) should add deferral cover, because in retirement Beihilfe applies and the rest must be insured privately.

The basic package in order of importance.

Service incapacity with police clause, 1,500 euros pensionabout 62 to 77 euros a month

Deferral cover for health insurance in retirementdepending on tariff and type

The first two items cost about 70 to 85 euros a month together. The service incapacity value is the table value of 48 euros plus 30 to 60 percent for enforcement service.

Police service incapacity is a stricter test

Police officers face a stricter test than other civil servants. Under section 4 of the Federal Police Officers Act an officer is unfit for police service if they no longer meet the special health requirements and are not expected to regain full operational fitness within two years. The federal states have similar rules.

This means you can leave police service although you could still work at a desk. A normal disability policy may then not pay. Police officers therefore need a clause that expressly covers police service incapacity.

What the employer covers for police officers

A pension is only paid after five years of service, unless the incapacity results from an injury or illness caused by the service. Trainees and officers on probation who leave due to a private illness are usually dismissed and only retroactively insured in the state pension scheme.

Medical costs in active service are often covered by Heilfürsorge. For the Federal Police it is set out in section 70 of the Federal Pay Act, in the states by their own regulations. It ends on retirement, when Beihilfe applies.

Heilfürsorge and deferral cover

With Heilfürsorge you do not need private health cover for yourself while serving. In retirement Beihilfe only pays a share, and anyone who then looks for a private tariff is older and often less healthy.

Deferral cover (Anwartschaftsversicherung) secures the later tariff without a new health check. The small version costs about 5 to 10 percent of the later premium, the large one about 30 to 45 percent because it also builds ageing reserves.

Official liability for police officers

If you damage a patrol car through gross negligence, lose equipment or leave a service key lying around, you are liable to your employer under section 48 of the Civil Servants Status Act or section 75 of the Federal Civil Servants Act. For slight negligence police officers are not liable.

In one published tariff the add on for police without technical duties costs about 33 euros a year. Check whether damage to service vehicles and handling of the service weapon are included, since tariffs differ.

Accident and legal cover in police work

An accident on duty is covered by the employer’s accident care. Private accident insurance adds leisure cover. Some insurers place enforcement officers in a higher risk class, so ask before signing.

Police officers are more often suspected of an offence on duty than other civil servants, for example after using force during an arrest. Legal expenses cover with criminal defence for the job can then pay lawyer costs. Check whether your union or employer already provides legal protection.

What police officers rarely need

Daily sickness benefit is unnecessary, since pay continues during illness. A second official liability policy when your union already includes one adds little. For self employed work, for example in security services, we have separate pages by type of business.

Step by step

  1. Clarify status and employer: federal or state, probation or life, Heilfürsorge or Beihilfe.
  2. Take out service incapacity insurance with a police clause first.
  3. Add official liability and check service vehicles and weapons in the contract.
  4. With Heilfürsorge, arrange deferral cover for a later private tariff.
  5. Only then consider legal and accident cover, without duplicating union benefits.

Checklist

  • Police service incapacity expressly insured
  • Clause applies to trainees and officers on probation
  • Official liability with lost keys and a clear rule for service vehicles
  • Deferral cover for health insurance in retirement
  • Job stated precisely as police enforcement service in all applications
  • Union benefits compared with your own policies

Common mistakes

  • Choosing a normal disability policy without a police clause
  • Skipping deferral cover with Heilfürsorge and finding no affordable tariff in retirement
  • Stating only civil servant instead of police enforcement in the application
  • Paying for two official liability policies

Questions and answers

Frequently asked

Do all police officers get Heilfürsorge?

Not everywhere.

The Federal Police have it by law, each state decides for its own police.

Why is service incapacity cover more expensive for police?

Because the test is stricter and enforcement work is physically riskier.

Tariff examples are about 30 to 60 percent above administration.

Do I need official liability as a police officer?

Yes, it is cheap and protects you against claims from your employer for gross negligence,

for example to vehicles or equipment.

What happens to Heilfürsorge in retirement?

It ends.

Beihilfe then pays a share and you insure the rest privately.

Is an accident during an operation covered?

An accident on duty is covered by the employer’s accident care.

Private accident insurance can pay in addition if your job is stated correctly.
