Which insurance do customs and prison officers in Germany need?

In short

Which insurance customs and prison officers in Germany need: first service incapacity insurance, because a pension after illness is only certain after five years of service. Then private health insurance for the part the allowance (Beihilfe) does not pay, 50 percent at federal level. Add official liability from about 33 euros a year, because you are liable to your employer for gross negligence.

Personal liability with official liabilityabout 90 euros a year
Service incapacity, intermediate service, 25, 1,500 euros a month, administrationfrom about 48 euros a month

As of October 2026 from published tariff examples; federal laws checked.

For prison officers, allowance rates and service incapacity rules of the relevant state apply.

That the enforcement surcharge also affects customs and prison staff is a guide value from our

quoting practice.

Worked example

Probationary prison officer, 26, intermediate service, 50 percent Beihilfe

Basic cover in order of importance.

Service incapacity with enforcement surcharge, 1,500 euros a monthabout 62 to 77 euros a month
Private health insurance with Beihilfeabout 250 to 400 euros a month
Personal liability with official liabilityabout 90 euros a year, around 8 euros a month

About 320 to 485 euros a month in total. Most of it is health insurance, which is compulsory anyway.

Customs at federal level, prisons at state level

Customs officers (Zoll) are federal civil servants, so the Federal Civil Servants Act and the Federal Allowance Ordinance apply. Prison officers (Justizvollzug) serve a federal state, so the Civil Servants Status Act and state law apply. This matters mainly for allowance rates and service incapacity rules.

Under section 26 Civil Servants Status Act, state law may set special conditions of service incapacity for groups of officers. Prison officers should therefore check their state civil service law before choosing service incapacity insurance.

Service incapacity comes first

Under section 44 Federal Civil Servants Act you are incapable of service if your health permanently prevents you from performing your duties. Under section 4 Civil Servants Pensions Act, however, a pension is paid only after five years of service unless the cause lies in the service. Probationary officers and trainees in customs or prisons are therefore particularly exposed.

Disability insurance with a genuine service incapacity clause pays as soon as you are retired for service incapacity. For enforcement roles with shifts and firearms insurers charge surcharges; tariff examples are 30 to 60 percent above administration.

Health insurance and Beihilfe

At federal level, section 46 Federal Allowance Ordinance sets Beihilfe at 50 percent of eligible costs, 70 percent with two or more children counted and 70 percent in retirement. Customs officers insure the rest privately. Prison officers follow their state allowance rules.

Health insurance matching 50 percent Beihilfe costs about 250 to 400 euros a month at 30. With pre-existing conditions, look at the opening campaign for civil servants, which offers access without rejection.

Official liability and legal cover

Under section 75 Federal Civil Servants Act and section 48 Civil Servants Status Act, officers compensate their employer for damage caused intentionally or through gross negligence. For customs and prison officers that could be a damaged service vehicle, lost keys or equipment.

Official liability (Diensthaftpflicht) costs about 33 euros a year as an add on, around 90 euros with personal liability. Officers who use force are sometimes reported. Legal cover with criminal law for duty adds to this, but first check what your employer and union provide.

What customs and prison officers usually do not need

Daily sickness benefit insurance is pointless for civil servants, pay continues during illness. Private accident insurance is no substitute for service incapacity cover, because it does not cover illness. And a second official liability policy brings nothing if your union already provides one.

Step by step

  1. Clarify your employer and allowance rate, at state level also the service incapacity rules.
  2. Take out service incapacity insurance with a genuine clause first.
  3. Choose private health insurance to match the allowance rate.
  4. Add official liability and compare with union benefits.
  5. Check legal cover with criminal law for duty.

Checklist

  • Service incapacity clause applies during probation
  • Job stated as enforcement role in the application
  • Health insurance covers the part outside Beihilfe
  • Official liability includes lost keys
  • No double liability through the union

Common mistakes

  • Relying on the pension in the first five years
  • Choosing disability insurance without a service incapacity clause
  • Stating only civil servant instead of customs or prison service
  • Assuming the federal Beihilfe rate applies in state service
