Clause A-12.4, Failed attempt at enforcement, from Watercraft Liability Insurance, Basis Plus, AVB WSH Basis Plus (01-2025nam).
German law applies; only the German wording is binding.
This English text is a courtesy so you can read what you buy, not a contract document.
Where the two differ, the German text decides:
An attempt at enforcement has failed if the insured person proves that 1 enforcement has not led, or has not led to full satisfaction of the claim for damages, 2 even partial satisfaction appears hopeless because of proven circumstances, for example because the person causing the harm has made a statutory declaration in lieu of an oath or is listed in the register of debtors. As proof of the failed enforcement, the insured person must produce a bailiff's enforcement record showing that the enforcement was unsuccessful (fruitless).
