How the place works
The Kuroshio runs northeast at up to four knots and is thus the Gulf Stream of the Pacific. When the northeast monsoon stands against it in winter, the same steep cross sea builds as off Florida, only over a larger area.
What breaks there
Slamming loads on fittings and steering gear when heading north against the wind, plus dense traffic on the routes to Japan and Korea. Fishing with unlit boats is a constant issue here too.
What this means for your policy
For the North Pacific two points are worth checking: the typhoon blackout period and whether long legs require a minimum crew. Neither is usually in the cruising range clause but in the duties.
