Boating schools in Canada
In short
Anyone operating a power-driven pleasure craft needs proof of competency, usually the Pleasure Craft Operator Card. It is valid for life.
When a certificate is required
Everyone who operates a power-driven boat needs proof of competency. That includes a sailboat with an auxiliary motor and a motor-fitted craft being paddled.
Duration and minimum age
A course in person or online, then a test that only a course provider accredited by Transport Canada may set.
What a course costs
Accredited providers set their own fees for courses, tests and cards; Transport Canada does not publish an official fee.
Who issues the certificate

Context
How training works in Canada
Canada regulates competency nationally through Transport Canada, and the system is simple: one course, one test, one card for life. The department does not test anyone itself; it accredits providers who deliver course, test and card together, from online schools to Sail Canada, CanBoat and the Lifesaving Society.
For visitors the distinction that matters is own boat or rented boat. Bring your own boat under a foreign flag for fewer than 45 days and proof of residence is all you need. Rent or charter a Canadian boat and Canadian rules apply: the card, the rental checklist or an equivalent from home.
Recognition, charter, cover
What the certificate means outside the classroom
Recognition abroad
Non-residents whose own boat is in Canadian waters for fewer than 45 consecutive days need no Canadian proof, only proof of residence on board. For longer stays, or on a boat licensed or registered in Canada, an operator card or equivalent meeting the rules of their home country is accepted. Transport Canada also lists the ICC issued by International Yacht Training Worldwide as a training certificate.
What the charter base asks for
The 45 day exemption does not apply to rental and charter boats registered in Canada. For power-driven rentals the rental company's safety checklist is enough.

Whether Canadian waters fall within the cruising area of a policy is a question for the policy wording, not the certificate. Check before the passage.
