Context
How training works in Germany
Germany has the densest network of boating schools in Europe, and it comes in two halves. One half are commercial schools with their own examination board or attached to one. The other half are clubs teaching the same syllabus within their federation. For the certificate this makes no difference, because the examination follows one regulation. For the route to it, it makes a great deal: a school packs the theory into two weekends, a club spreads it across a winter and then takes you out on the club boat.
If the certificate is meant for the Mediterranean, plan two steps ahead. The sea licence is the foundation, the charter base usually wants the coastal certificate on top, and nobody hands over a yacht with a VHF set to a skipper without a radio ticket. A school that teaches all of it in one block saves you a second journey and a second examination fee.

The German sea licence is accepted in almost every European coastal state. For the Mediterranean, charter companies also expect the coastal certificate or a radio ticket.
What the charter base asks for
Bases in Croatia, Greece and Italy accept the German sea and coastal certificates, but insist on the original and a radio ticket. On many yachts a second crew member has to show a certificate too.

When does Germany require a boating licence?
From 15 hp on inland waters, from 5 hp on the Rhine, and from 7.5 kW for electric drives with a continuous duty rating. Below that you may go without, though insuring the boat still makes sense.
Which school should I pick?
The one whose examination dates fit your calendar and that teaches theory, practice and the radio ticket as one package. Ask whether it has its own examination board, it shortens the wait for a date noticeably.
Does insurance require the licence?
Everyone at the helm needs whatever licence the waters prescribe. Where none is prescribed, the policy does not ask for one either.
