Pleasure craft over 15 metres in length or capable of more than 20 km/h. What counts is what the boat can do, not how fast you drive it.

Context

How training works in the Netherlands

Dutch training runs on two tracks, and that is its strength. The vaarbewijs is a pure theory examination at the CBR; the practical side runs through the CWO system, where schools and clubs teach step by step and record the level reached. If you only need the certificate, you learn theory. If you want to be able to handle a boat, you add CWO.

The rule itself is uncomfortably clear: what counts is what the boat is technically capable of. A tender that could do 25 km/h needs a certificate even if you never take it past ten. The same principle applies to length. The IJsselmeer and the Zeeland waters are shallow with a short steep sea, and a school that teaches there knows it.

What the charter base asks for

Bases on the IJsselmeer and in Zeeland ask for Vaarbewijs 2 on fast boats and large yachts, and for a briefing on traditional flat-bottomed craft.
