Boating schools in the United States
In short
There is no national boating licence. Most states instead require proof of an approved boating safety course.
When a certificate is required
Licensing is a state matter, not a federal one. Most states require a boater education card for powerboats, meaning proof of a state approved course. According to BoatUS, six states still required nothing in 2024.
Duration and minimum age
Approved courses are theory courses, and some are offered online.
Who issues the certificate
State boating agencies, with the federal framework set by the US Coast Guard, www.uscgboating.org

Context
How training works in the United States
The United States has no boating licence in the European sense. The Coast Guard sets the federal framework and the states decide on operator requirements, and most of them have settled on a course: whoever drives a powerboat completes an approved boating safety course and carries the card. Approved usually means the course meets the standards of NASBLA, the association of state boating law administrators.
For visitors the first question is therefore not which certificate applies but which state the boat is in. The state boating agency is the body that gives a binding answer. Accredited sailing schools are listed by US Sailing, the national governing body for the sport.
Recognition, charter, cover
What the certificate means outside the classroom
Recognition abroad
There is no federal rule on foreign certificates; each state decides for itself. The responsible agency is listed in the NASBLA contact directory.
What the charter base asks for
Charter companies set their own requirements on top of whatever the state asks for. Ask before you book.

Whether US waters fall within the cruising area of a policy is a question for the policy wording, not the certificate. Check before the passage.
