Boating schools in Singapore
In short
Anyone driving a powered pleasure craft in Singapore port waters needs the port authority's PPCDL, and the APPCDL from 24 metres.
When a certificate is required
Powered pleasure craft under 24 metres need a driver holding the PPCDL, from 24 metres the APPCDL. From 65 a medical examination is required every three years.

An approved course at one of the PPCDL centres recognised by MPA is compulsory, followed by a theory test and a handling assessment. At least 16.

Context
How training works in Singapore
Singapore is small and its rules are precise. The port authority MPA requires a driver holding the PPCDL for every powered pleasure craft, and the advanced APPCDL from 24 metres. The licence is only issued after a course at one of the centres MPA has approved, and the list is short: nine centres for the PPCDL, one for the APPCDL.
The fees are in the authority's tariff. Foreigners pay double for the theory test, and the licence is issued for five years or for life. An expired licence means repeating the course or the examination, and from 65 a medical every three years is added.
Recognition, charter, cover
What the certificate means outside the classroom
Recognition abroad
MPA does not say on its pages which foreign licences count as equivalent. Ask MPA before the passage.
What the charter base asks for
The owner must ensure the craft is operated by someone with a valid PPCDL or equivalent. Chartering with a skipper is therefore the straightforward route.

Whether the waters around Singapore fall within the cruising area of a policy is a question for the policy wording, not the certificate. Check before the passage.
