Boating schools in South Africa
In short
Skippers of sailing boats over 9 metres and of power boats over 15 hp need a certificate of competence. RYA certificates are not recognised for recreational sailing.
When a certificate is required
A certificate of competence is required for skippers of sailing boats over 9 metres and of power-driven boats over 15 hp. On commercial vessels it is required whatever the size or propulsion, and the skipper must be at least 18.
Duration and minimum age
Nobody under 16 may operate a power-driven pleasure vessel over 15 hp, subject to the exceptions in the regulations.
Who issues the certificate
South African Maritime Safety Authority (SAMSA), for sailing boats through SA Sailing, www.samsa.org.za

What each certificate covers
SA Sailing Certificate of Competence
For recreational sailing boats over 9 metres. SA Sailing is the only body SAMSA has authorised for this, and SAMSA treats the certificate as covering recreational power vessels as well
SAMSA Skipper Certificate
Commercial and recreational certificates by category, including Day Skipper; certificates for boats under 9 metres apply to commercial and pleasure use alike
ICC
Issued by SA Sailing, valid for five years, for boats under 24 metres in coastal waters, from 16 with Day Skipper as a prerequisite
Context
How training works in South Africa
South Africa ties the skipper requirement to two thresholds: 9 metres under sail and 15 hp under power. Above them the skipper needs a certificate of competence, which for recreational sailors is issued by SA Sailing as the only body SAMSA has authorised. Under a 2011 marine notice the sailing certificate also covers recreational power vessels.
One point catches visitors out: RYA and IYT certificates are not recognised for recreational sailing. If you plan to sail off the Cape Peninsula or in Algoa Bay, expect to need a local certificate. SA Sailing lists the recognised schools, from Cape Town and Knysna to Durban.
Recognition, charter, cover
What the certificate means outside the classroom
Recognition abroad
SA Sailing does not recognise RYA or IYT certificates for recreational sailing in South Africa. Certificates of the Cruising Association of South Africa are still recognised by SAMSA.
What the charter base asks for
The base will ask for whatever the size and propulsion of the boat require. If you arrive with an RYA certificate, find out beforehand how to obtain a South African one.

Whether South African waters fall within the cruising area of a policy is a question for the policy wording, not the certificate. Check before the passage.

A training boat runs commercially, with a liable instructor: that needs its own arrangement.
