Context
How training works in Poland
Poland has a training culture of its own, carried largely by clubs and summer courses. In Masuria whole year groups are trained over the summer months, often in week-long courses ending with a patent. The basic patent is open from the age of 14, and that shapes the scene.
For visitors, Poland is mostly the water behind the border: the Szczecin Lagoon, Świnoujście, the coast up to Gdańsk. Masuria is inland water, the coast is Baltic, and for a policy that distinction matters more than the patent does.

Polish patents are recognised in neighbouring European states. For Mediterranean charter a radio ticket is expected alongside.

In Masuria the bases ask for the sailing patent, on the coast for the sea patent. Without one you are limited to boats below the thresholds.
