Context
How training works in Portugal
Portugal grades by range, and the steps are set close together. Marinheiro covers daylight passages near the coast, patrão local a little more, patrão de costa 40 nautical miles. Unlike elsewhere you need not climb the ladder in order: the marinheiro is not a prerequisite for the patrão local.
Training is given by bodies accredited by the DGRM and examined under its supervision. The same authority keeps the table matching foreign certificates to Portuguese categories, which is the page that matters to visitors.
