Context
How training works in Mexico
Mexico grades competency by boat length. Level I covers boats up to 6 metres, level II up to 15 metres and level III up to 24 metres, the last also known as patrón de yate. The Navy is responsible, and certificates are issued through the Dirección General de Marina Mercante.
Level III asks a lot: a course at an approved institution, a fitness certificate, the STCW basic safety course, proof of ownership or authorisation for the boat and command time certified by the harbour master. If you keep a boat in Mexico, pick the level by the length of the boat.

What the charter base asks for
The charter company sets the requirements for visiting skippers. Ask before you book.

Whether Mexican waters fall within the cruising area of a policy is a question for the policy wording, not the certificate. Check before the passage.
